Description
TO PROCURE a scanning electron microscope. This action is in support of Air Force Research Lab's requirements for a Scanning Electron Microscope to be used by the Materials & Manufacturing directorate. Requirements for this purchase also include: a 300 X 330mm chamber, 5-axis motorized compucentric stage, secondary electron detector, integrated infrared chamber TV camera, and integrated picoammeter, support PC for controlling the microscope running Windows 7, software to control microscope, and remote control software. Capabilities for this purchase include: (1) user accessible and OEM supported application programming interface (2) remote operation capability using only a TCP/IP connection (3) compatibility with both electron backscatter diffraction (EBSD) and energy dispersive spectroscopy detectors (EDS) allowing for simultaneous EBSD/EDS acquisition (4) capability of using either tungsten or LaB6 filaments (5) performance at extreme low magnification imaging (below 10 times magnification) (6) fully motorized and retractable backscattered detector (7) heavy duty, fully motorized computer controlled eucentric five axis stage that can support in excess of 10 pounds. This is a Sole Source procurement synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The proposed source is Tescan USA, 508 Thompson Park Drive, Cranberry Township, Pennsylvania 16066. The notice of intent is not a request for competitive quotations; however, all quotations received within three (3) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 'An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selections process.'
