Description
Q) Is email acceptable for electronic submission? If so, is the submission valid if the email submission arrives prior to 3:00 PM Mountain Standard Time, on Tuesday, September 14, 2010 and the hardcopies arrive shortly afterwards? A) Please refer to the instructions to Offorers where it states, " 4. Electronic submission (PC compatible) of offers via removable storage device (CD, thumb drive, etc.) accompanied with one hard (printed) copy of the proposal will be the only acceptable means of offer submission. Due to a limited amount of email storage space, emailed quotes will not be accepted. Note: The United States Postal Service (USPS) does not deliver to 7333 W. Jefferson Ave., Ste 100, Lakewood, CO 80235; a commercial delivery service is required to ensure proposal delivery. The Government will not pay costs incurred in the preparation, submission or presentation of a proposal." Q) Can you quantify the unlimited non-authenticated (read-only) users? This will affect the costing of the system installation and configuration? A) NPS Focus has a public-facing website at http://npsfocus.nps.gov/. We cannot, and do not want to, limit the number of non-authenticated (read-only) users. Q) Can you quantify the number of NPS developers that will need to be trained on each of the subjects? A) 2-3. Q) Has NPS worked with any 3rd party firm to establish requirements towards this project? (Including incumbent technology providers.) A) No. Q) Has NPS received/viewed any Digital Asset Management (DAM) product demonstrations to date? A) Yes Q) Are you looking to upgrade your legacy solution with updated Blue Angel & LizardTech technologies, or are you looking to other industry leading DAM providers? A) Offorers are encouraged to propose to the NPS their solution that they feel best supports the NPS requirement. All proposed solutions shall be evaluated against the evaluation criteria provided on a pass fail basis. Q) We would like to request a formal 1 or 2 week extension to this RFQ. We just received this material yesterday (Sept 7th) and would like a bit more time to prepare and deliver an industry leading Digital Asset Management solution to the National Park Service. A) Due to the time of year there will not be any extensions for this solicitation. Q) Is this project tied to FY'10 budgets? (Must be awarded by September 30, 2010) A) The resulting contract shall be awarded this Fiscal Year. Q) Can you please show us where to find the OMB Exhibit 300 line item that defines this project in the NPS published budget under DOI? A) NPS does not acknowledge that information as being applicable to the necessity for Offorers abilities to respond to this solicitation. Q) If you can't point to a specific Exhibit 300 line item, can you provide a budgetary range of financial expectations? For example, is NPS prepared to invest in a DAM solution over $500,000? A) NPS is not authorized to provide budgetary information for this requirement as doing so would jeopardize the competition. Q) Would NPS DISP consider combining this project with another NPS Denver group to expand both DAM environments to potentially advance and achieve better results for both? A) The NPS is only seeking the solution listed within the solicitation and is not prepared to expand its requirements at this time. Q) Is there an incumbent? If yes, please advise the name and the amount the current contract has been contracted at? A) There is no incumbent. The previous vendor is no longer in business. Q) For the Past Performance Questionnaires, due to the lack of turnaround time, we propose that we will send the questionnaires to our customers to fill and respond but we are unsure whether the timeline can be met as this is beyond our control. Will the Government accept a delayed response or will they also try and obtain the information from their end please. A) The NPS will not accept late submissions; lack of past performance shall be handled as per the instructions to offerors. Q) We price out our software 2 ways - number of users or number of cpus/processors --- can you give me a ballpark on either the number of estimated users or the number of server boxes/and possibly number of processors for this. Want to price this as best as possible and save you as much money as we can. A) 500-1000 users with authentication accounts. Concurrent authenticated users typically runs in the 10-25 range. The number of cpus/processors depends on server and load and configuration requirements and cannot be estimated beforehand. Q) Is this going to be awarded by the end of September - is this trying to be awarded with end of year funds? Or is this with new year funding? A) This contract shall be awarded this fiscal year Q) Price is obviously a big factor...is it a must to go with small business set-aside vendor too? A) Please see the FBO Announcement which states, " This solicitation is set-aside for Small Business Concerns. The associated NAICS code for this solicitation is 541519 - Other Computer Related Services (size standard: $25 Million)."
