- NOTICE IS NOT A NOTICE FOR SOLICITATION OF OFFERS. THE ACTION DESCRIBED IS FOR A SOLE SOURCE PROCREMENT. THIS OPPORTUNITY WAS AVAILABLE ONLY TO, Schneider Electric, DUNS Number 005446547. THIS IS AUTHORIZED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA). The U.S. General Services Administration (GSA), Region 4 plans to negotiate on a sole source basis with Schneider Electric, via GSA Federal Supply Schedule. This contract is being procured to meet GSA's national metering effort, the Southeast Sunbelt Region ( Region 4) will be collecting meter data in selected buildings throughout the Region to monitor water and gas consumption at the building level. The ultimate goal is to interface these meters with the front-end ION Enterprise server at Central Office through the GSA IP network. Installed meters will follow requirements as stated within the 'Recommendation for Energy Meter Communications Requirements' document provided by Schneider Electric. Schneider Project Number: 22298311. Negotiations shall be conducted pursuant to the authority of FAR 6.302-1. ARRA funds used for this contract will cover a period of performance from September 2010 to July 2012. The estimated cost of this contract is $109,000. This contract will be awarded on a sole source basis as only one source is capable of providing this interface with the front end ION Enterprise. The ION EEM software is a proprietary product of Schneider currently resides on a server at National Office and is behind the GSA firewall. This software serves as the Advanced Metering System by collecting and storing energy data as well as performing many valuable analysis functions. The purpose of this procurement is to integrate regionally metered data into the ION EEM software through Schneider. The integration will allow the software to ping the meters at set intervals to collect and store data on the national server. GSA owns the license for this software system. Due to the scope of the effort being performed using these ARRA funds, a sole source procurement is the most appropriate contractual vehicle for the effort required. This acquisition is subject to the North American Industry Classification Systems (NAICS) code of 238210. Interested parties may identify their interest and capability to respond to the requirement by submitting documentation to Takish Brown at the office identified above or by e-mail at takisha.brown@gsa.gov, which establishes that their specifications meet the Requirement of this project, 7 days from the date of this announcement. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government.
