- Attachment B - Instructions, Evaluation, Clauses/Provisions Civic Engagement PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This synopsis/solicitation is issued as a Request for Proposal (RFP). Technical and price proposals are being requested and a written solicitation will not be issued. The proposed contract action is for services for which the Department intends to solicit proposals from small business entities under the authority of Federal Acquisition Regulation (FAR) Part 12, to obtain the above-referenced services. The Department's estimate for this requirement is $250,000. The Department intends to award one, firm fixed price contract to one, responsible small business. The anticipated period of performance will be for one year (12-months) from date of award. DEADLINE FOR SUBMISSION OF COMMENTS OR QUESTIONS Electronic submission of questions or comments are due by 12 Noon (EST) on September 13, 2010. The Office of Postsecondary Education (OPE) is a part of the United States Department of Education (ED) and is responsible for policy development in higher education for the Department, including the development of legislative proposals, the budget for the programs administered by the OPE and Federal Student Aid (FSA), regulations for OPE and FSA programs, as well as sub-regulatory guidance for these programs. ED seeks a responsible, small business with the requisite knowledge, skills, and experience to ultimately develop a national action plan geared towards civic engagement and democratic participation. Specifically, the contractor shall provide ED with support in developing the action plan by executing the following tasks (not all inclusive): • Commissioning a policy paper • Establishing and providing support to a coordinating committee • Hosting a series of five national meetings • Developing reports • Develop and maintain a webpage on the contractor's website. Please see ATTACHMENT A - Civic Engagement Performance Work Statement (PWS) for details on the full requirement. Source Selection - In accordance with FAR Subpart 12.207, one Firm Fixed Price award, with travel costs incorporated on a Not-To-Exceed basis will be made. Award will be made to the responsible Offeror whose proposal represents the Best Value after evaluation. The basis for award will be Best Value, where price and the non-price factors cited in the RFP shall be evaluated (as applicable) considered in the source selection decision. All responsible small business sources shall submit technical and price proposals, that if timely received, shall be considered by ED. Technical and Price Proposals shall be submitted in accordance with the instructions provided in Section B, ATTACHMENT B - Instructions, Evaluation, and Clauses/Provisions. Applicable Clauses and Provisions - Offerors must adhere to the provision of FAR 52.212-1, Instructions to Offerors-- Commercial Items. In accordance with FAR 52.212-2 Evaluation - Commercial Items, offerors' proposals will be evaluated against the evaluation criteria in Sections C and D of Attachment B. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its proposal. FAR 52.212-4, Contracts Terms and Conditions--Commercial Items and FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items applies to this acquisition, and the following FAR clauses cited in this clause are applicable: 52.203-6, 52.204-10, 52.219-6, 52.219-8, 52.219-14, 52.219-28, 52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33 and 52.239. ATTACHMENT B provides full text of other applicable clauses. Prompt Payment Discount - Offerors are encouraged to consider ED's Prompt Payment Discount Offer: Pursuant to FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items, ED will accept vendor discounts for prompt payment. You have the choice of whether or not to offer ED discounted payment terms in return for early payment of your invoices. If you choose to offer these discounts, please indicate the discount terms clearly on the front page of your quote and also on all future invoices. Using a 2%/10 days prompt payment discount as the example, if ED paid your invoice within 10 days of the date of the invoice, we would pay 2% less than the stated invoice amount.
