Description
This is a pre-solicitation notification for the 802d Contracting Squadron at Lackland AFB, Texas, for Homemade Explosives Training Kits to be used with Military Working Dogs. An electronic solicitation for this requirement is anticipated to be posted on the Federal Business Opportunities website at www.fbo.gov on or about Sept 11, 2010. This procurement will follow simplified acquisition procedures in accordance with FAR Part 13.5 Test Program. The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 541380 with an associated small business size standard of $12,000,000 annual revenue. This is an unrestricted acquisition. This supply requirement is for Homemade Explosive Training kits in accordance to description in the Statement of Need for a Base Year Quantity of 24 kits per year and an Option Year 1 quantity of 24 kits per year. Offeror must be licensed by the Bureau of Alcohol, Tobacco, Firearms, and Explosives Federal Explosives Licensing Center to manufacture, store, and transport high explosives under license/permit. FAR 52.217-5 Evaluation of Options (Jul 1990) applies. Evaluation of option will not obligate the Government to exercise the option. The Offeror must quote on an all or none basis for this supply requirement. FAR 52.225-1 BUY AMERICAN ACT--SUPPLIES (FEB 2009) and FAR 52.232-19 Availability of Funds for the Next Fiscal Year (APR 1984) apply to this requirement. All responsible and fully responsive offerors may submit proposals in response to the anticipated solicitation, and all submissions will be considered. All offerors must be registered at the Central Contractor Registration (CCR) website at www.ccr.gov, the On-Line Representations and Certifications (ORCA) website at www.bpn.gov, and have a tax identification number and a Data Universal Numbering System (DUNS) number. DUNS information and/or application can be accessed at http://smallbusiness.dnb.com.
