Description
The National Cancer Institute requires the following services. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. RFQ-NCI-100147-MM includes all applicable provisions and clauses in effect through FAR FAC 2005-43 (August, 2010) simplified procedures for commercial items. The North American Industry Classification Code is 541690 and the business size standard is $7.0M. Only one award will be made as a result of this solicitation. A. Project Objectives: The contractor shall perform CGH on whole-genome arrays (minimum density >700K) to identify copy number changes that are associated with disease in cancer-prone patients and/or cancer-prone families. Specifically, genomic DNA from blood samples of 280 subjects will be analyzed for arrayCGH to identify disease-related CNVs. Second, tumor and non-tumor DNA derived from formalin-fixed or alcohol-fixed paraffin embedded tissue from 500 subjects will also be analyzed for arrayCGH to identify CNVs associated with carcinogenesis. Findings from this study may help identify cancer gene variants in various types of cancer-prone patients or cancer-prone families and may provide new leads for understanding the causes of cancer in these different tumors, patients, and families. B.Contractor Requirements The vendor shall: 1. Label DNA samples and hybridize them to whole-genome arrays; 2. Include appropriate quality control step for the validity of the assay; 3. Scan arrays, extract and process data, perform segmentation analysis using the appropriate software; 4. Deliver raw and processed data (including visualization software); 5. Provide technical guidance and troubleshooting to the NCI Project Officer on the work performed under this procurement. C.Period of Performance: Performance shall be for twelve months from date of award. D.Government Responsibilities The NCI Contracting Officer's Technical Representative (COTR) will provide ungraded genomic DNA extracted from 280 blood samples and tumor-derived and non-tumor tissue DNA derived from formalin-fixed or alcohol-fixed paraffin embedded tissue from 500 samples required to complete the work. Government responsibilities for review and approval of reports and deliverables: Once the data are processed, the NCI COTR will review and approve them. E.Reporting Requirements and Deliverables Deliverables: Raw data Processed data Segmentation analysis file Genome annotation file Visualization software F.Inspection and Acceptance Requirements All data will be reviewed and approved by the COTR. The COTR will have 20 days in which to review and accept the submitted data. G.Clearances The NCI Clinical Center IRB or NCI Special Studies IRB approved the collection of blood samples and/or tumor samples from participants in the following studies included in this project (NCI IRB Protocol # 02-C-0211, 78-C-0039, 02-C-0210; NCI SS IRB Protocol #: OH95-C-N026, 02-C-N038, 02-C-N035, OH95-C-N027, OH99-C-N031). QUOTATIONS ARE DUE: September 17, 2010 at 11:00 am EST.
