- NASA/GSFC has a requirement for 5 each - Model PCI-3362 Bit Synchronizers withViterbi Decoding.NASA/GSFC intends to purchase the items from L3 Communications only. These items arecritical components of the Electrical Ground Support Equipment (EGSE) which is part ofthe MMS mission. L3 Communications is the only vendor who can provide the ViterbiDecoding option which is required by the project. Further, the project has already builtracks utilizing this hardware and it is critical that we continue to use the samehardware.Authority is FAR 13.106B(1) Only one source reasonably available.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 22, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
