- Description
- The proposed contract is set aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered. This effort requires the contractor to rework a total of eight (8) each Gun Control Panels (GCP) by removing all existing wiring, installing new wiring for the 105MM and 40MM gun circuits, and enclosing the GCP to prevent water intrusion caused by aircraft fuselage leaks in its current location. The 20MM and 7.62MM gun system circuit wiring shall not be installed. The existing 20MM and 7.62MM system switches and lights shall remain in the current configuration on the face panel. This requirement calls for reutilizing the existing faceplate, lights, and switches without change. The contractor will be provided one (1) GCP at a time for modification and deliver it to the user at Cannon Air Force Base, New Mexico ready for installation by the user. The user in-turn will ship a removed GCP to the contractor for rework and shipment until all eight (8) GCP's have been reworked and installed. The contractor shall provide all Technical Order (TO) changes required to document the installation, use, and maintenance of the reworked Gun Control Panel in accordance with the Technical Manual Contract Requirements (TMCR). The contractor shall also develop a records action Time Compliance Technical Order (TCTO) for this modification. Performance will take place at the Contractor's Facility. Total requirement is eight (8) each reworked GCPs, Program Management Support, Trial Installation/Kit Proof Support, Tech Data Package Development and Travel. Delivery of all the reworked GCPs is ten (10) months after receipt of contract. Manufacture, delivery and installation of the total basic requirement will be not later than 31 December 2011. Government or Commercial Surplus is NOT acceptable. Electronic procedures will be used for this Solicitation. Technical information will be uploaded and available via Federal Business Opportunities (FedBizOpps) at the same time as the solicitation and responses will be required electronically. Once posted, the solicitation and technical information will be on the Federal Business Opportunities web site at: http://fedbizopps.gov. ESTIMATED Request for Proposal release date: 23 Sep 2010. ESTIMATED response date: 25 Oct 2010. ESTIMATED award date: 19 Nov 2010. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All responsible HUBZone Small Business sources may submit a bid, proposal or quotation which shall be considered by the agency.
