- This action is a Request for Information (RFI) only. It is a request for market research information purposes only and does not constitute an Invitation for Bid of Request for Proposal and should no be considered as a commitment on the part of the Government. Please note that all submissions are to be sent to ESC by COB on Friday, 24 September 2010. The main objective of this RFI is to solicit information for a web services security infrastructure that can be used to protect SOAP-based web services. This solution must be created in accordance with the DoDI 8500 series of instructions, as well as all applicable DISA STIGs. Any solution shall be able to support a significant number of end-users (1000+) invoking highly orchestrated SOAP web services with reasonable latency (average response time between user action and system response less than 1.5 seconds). Since SOAP web service and WS-* based security solutions tend to consume a significant amount of computing resources, it will be permissible to group services in "trust domains" where perimeter security and machine-to-machine access limitations (e.g. through mutual machine authentication over TLS, restricted routing tables, and port limitations) are used to prevent unauthorized access. In this case, the identity of the invoking user will only be available at the initial service, and secondary service will trust the initial authorization decision.
