- Justification and Approval for Brand Name purchase of Oshkosh Truck brand parts List of Items and part numbers required (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number F1W3L30225A001 is being issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. (iv) The associated NAICS code is 336111 with a small business size standard of 1,000 employees. This solicitation is for Full and Open Competition. (v) Required items and part numbers can be found on the parts list attachment. (vi) Oshkosh brand vehicle parts are required, please review Justification and Approval for other than Full and Open Competition attachment. This is an all or none requirement. (vii) The required delivery date is 150 days after receipt of an order and shall be FOB Destination PROVISIONS/CLAUSES: The clause at FAR 52.203-3, Gratuities, applies to this acquisition. All contractors must be registered in the Central Contractor Registration http://www.ccr.gov database prior to any contract award. Register, or renew registration, with the Online Representations and Certificaitons Application https://orca.bpn.gov/ as soon as possible, to expidite contract award. Wide Area Workflow https://wawf.eb.mil/ will be the method of submitting invoice after receipt of supplies or services. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA/VA/Government Contract No. (if applicable), Date offer expires, warranty, Line item unit price, and Total cost. EVALUATION OF QUOTATIONS/OFFERS: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: price, technical capability, and past performance. Technical and past performance, when combined, are approximately equal to cost or price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawl is received before award. Quotes must be signed, dated and submitted by 15 Sep 10, 12:00 pm, Alaskan Standard Time (AKST) to the 673d Contracting Squadron/LGCB, Attn: A1C Cortney Young. LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).
