NAICS Code: 51111This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to RFQ-OH-10-00141 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-44. The NAICS code is 511140-Directory and Mailing List Publishers, the size standard is five hundred (500) employees. The U.S. Environmental Protection Agency (EPA), the Office of Research and Development (ORD), National Center for Environmental Assessment (NCEA), located in Cincinnati, OH, Durham, NC, and Potomac Yards, MD has a requirement for a subscription to access to over 50,000 journals in a wide range of scientific, technical and medical subjects for the National Center for Environmental Assessment's Three (3) Offices. All supplies shall be provided to the National Center for Environmental Assessment (NCEA), located in Cincinnati, OH, Durham, NC, and Potomac Yards, MD. The F.O.B. point shall be destination. Price quotes shall include any setup charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are included in the Technical Evaluation Criteria. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the technical approach meet the minimum requirements specified in Statement of Work. Statement of Work: Statement of Work: Database Subscription A. Background Information The National Center for Environmental Assessment (NCEA) in EPA's Office of Research and Development (ORD), through its Health and Research Online (HERO) database, along with the RTP and national EPA libraries, provides access to journals in a wide range of scientific, technical and medical subjects. Each year, NCEA researchers perform hundreds of thousands of searches through the database available through the RTP and network libraries. Links from the databases and the EPA Library website allow NCEA staff to connect directly to the articles in the database. These resources included allow enhanced and timely access to information NCEA staff needs to perform their work. Feedback from researchers indicates that the easy accessibility of needed information made possible by providing electronic access through journals in a wide range of scientific, technical and medical subjects has increased their productive work time, because of the time saved identifying and retrieving relevant articles. B. Objectives The specific objective of this requirement requires the contractor to provide NCEA with access to access to journals in a wide range of scientific, technical and medical subjects for NCEA's three offices in Research Triangle Park, Potomac Yards and Cincinnati, to supplement EPA's subscriptions through the RTP and Network library systems. Services to be performed a. General Requirements 1. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment and facilities needed to perform the Statement of Work. 2. All work under this contract shall be monitored by the Project Officer. b. Specific Requirements Specifically, the contractor shall: 1. The contractor shall provide unlimited access to its databases online via the Internet to several umbrella NCEA Internet Protocol (IP) addresses that provide access to everyone at NCEA's 3 sites in: RTP, NC; Potomac Yards, MD; and Cincinnati, OH. NCEA requires access to the bibliographic database for staff and cooperators. This database needs to include a search capability of Medline, the world's premier biomedical databases. 2. The contractor shall provide access to all IP addresses on all 3 campuses, as well as a username and password that can be used to access the resource from off-campus. C. Government Responsibilities 1. The Government will be responsible for providing an interface via web links for the NCEA community to access the database subscription website. 2. NCEA will be responsible for creating a system to validate security for entrance into the website. 3. Upon signature by the Government, the contractor license agreement will be incorporated into the contract. Evaluation Factors The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:(1) Technical acceptability of the item offered to meet the Government's requirement and (2) Price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements in the Statement of Work. (3) Past performance. Quoters shall include a representative list of at least three (3) contracts/subcontracts/ orders for past performance references completed during the last three (3) years which are similar to the proposed subscription in this requirement: a)Contact name, telephone number, and e-mail addressb)Type of Subscriptionc)Delivery date of subscription (including installation and training if applicable)d)Dollar amount of subscription. Responses to the above factors shall be evaluated on the following scale: Superior: Exceeds the Government's minimum requirements.Acceptable: Meets the minimum requirements of the SOW.Unacceptable: Does not meet all requirements of the SOW. Any firm that believes it is capable of meeting EPA's requirement stated herein may submit a quote, which if received by the response date of this announcement will be considered. Responses to this solicitation must be in writing. The quote shall include a breakdown of the total price that includes for example: any labor costs, travel costs, installation, acceptance testing, warranties. All quotes received in response to this posting will be evaluated based on Best Value.
