Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under authority FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-10-T-0435. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-38 and DFARS Change Notice 20091229. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 315225 and the Small Business Standard is 500. This is a competitive, restricted action. FISC San Diego requests responses from qualified sources capable of providing: CLINS 0001 through 0004 for Organizational Clothing. The Government reserves the rights to award all items to one company or to split the award to two or more companies. Award may be made to the lowest priced offeror for each service CLIN (Navy, Airforce, Marine, and Army) or if the offeror proposes on all CLINs, the award may be made to only one offeror who has the overall low price for all CLINs. Contractor must propose at least one complete CLIN in order to be considered for award. A CLIN has been designated for each service (Navy, Airforce, Marine, and Army). Each CLIN has subclins defining the item of clothing to be procured-offerors must propose on all subclins under the CLIN so that the clothing for each service matches in color, fabric, etc. The required articles of clothing inclusive of quantities and sizes are found on the attachment to this solicitation. Delivery is 14 wks ADC. If this delivery schedule cannot be met, the contractor must provide an accurate and realistic delivery schedule. Destination Shipping is hereby applicable to this order. Offerors who do not submit destination shipping can be seen as unresponsive. All transportation charges should be the responsibility of the vendor without any additional charge to the Government. Delivery location is: Commanding Officer NAVAL CONSOLIDATED BRIG MIRAMAR 46141 MIRAMAR WAY, SUITE 1 SAN DIEGO, CA 92101 Responsibility and Inspection: Inspection and Acceptance will be made at Destination by the Government at the Delivery Location. The following factors shall be used to evaluate offers: (i) Technically capable to perform, (ii) price, (iii) past performance. Technical and past performance, when combined, are equal to price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
