- This is a Service Disabled Veteran Owned Small Business Sole Source requirement. The announcement constitutes the only solicitation; PROPOSALS ARE NOT BEING REQUESTED. Small Business Set-Aside NAICS 238220; Size Standard $14.0M. The government intends to award a firm-fixed price sole-source contract to A Plus Plumbers, Inc, on or about 17 Sep 2010 for site preparation and sod replacement at multiple job sites around the campus. No inquiries will receive a response, as this announcement is posted for required informational purposes only. Services are required to provide a complete irrigation system as indicated in the plans and specifications for the entire Sheridan VA site under project number 666-10-819. The system shall include: a station wide control system with front end controller tied into VAMC Sheridan intranet. System shall include weather based control. Existing systems shall be modified to provide complete coverage of area served. New systems shall provide complete coverage of area served. Each area on the plans shall be bid separately. The contractor shall provide a complete detailed layout with shop drawings covering design of system showing area of coverage, water supplied in inches per hour and hydraulic calculations for each area, pipe sizes and lengths, fittings, locations, types and sizes of sprinkler heads, controls, backflow preventers, valves, drainage pits, location and mounting details of electrical control equipment, complete wiring diagram showing routes and wire sizes, wiring details and source of current and connections to existing services. The VA will provide plans showing the general arrangement of the systems, and specifications outlining the system type. CONTRACT DURATION: Performance period is approximately 180 calendar days from date of receipt of Notice to Proceed. The estimated construction range is between $25,000 and $100,000. METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES A SOLE SOURCE AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT TO A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS. Award will be made on a noncompetitive sole source basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation. In accordance with P.L. 109-461, Veterans First Contracting Program, this acquisition is set aside for Service Disabled Veteran Owned Small Business concerns. NAICS Code 238990 is applicable to this acquisition with a Business Size Standard of $14.0 million. Solicitation documents will not be made available, as this is a sole source award. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. Additionally, prospective contractors must also be registered as a Service Disabled Veteran Owned Small Business at http://www.vetbiz.gov/.
