- 1. The Department of the Army, Mission and Installation Contracting Command (MICC), Directorate of Contracting (DOC), Joint Base Lewis-McChord (JBLM), Washington, plans to issue a Request for Proposal (RFP) for Integrated Commercial Intrusion Detection System (ICIDS) Monitoring, Maintenance, and Repair (Security Systems) services for JBLM, which consists of JBLM-Main, JBLM-North, JBLM-McChord Field, and JBLM-Yakima Training Center (YTC). The follow-on contract for ICIDS Monitoring, Maintenance, and Repair will be for JBLM-Main, JBLM-North, JBLM-YTC, and Madigan Army Medical Center (MAMC). For this requirement, JBLM-McChord is not currently included. A complete Performance Work Statement (PWS) will be included in the solicitation. The Request for Proposals (RFP) number is W911S8-10-R-0031. 2. The solicitation will result in a contract being issued to a single contractor. The resulting contract will be a firm-fixed-price contract with Time & Materials CLINs. The contract will consist of a one (1)-year base period, with two (2) one (1)-year options. This contract will be subject to the Service Contract Act. The applicable NAICS code is 561621- Security Systems Services (except Locksmiths), and the small business size standard is $12.5 Million. This procurement is unrestricted. 3. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be provided in an electronic format via the FedBizOpps website, https://www.fbo.gov/ and the solicitation will also be posted on the JBLM, MICC Directorate of Contracting website, http://www.lewis.army.mil/doc/, under Solicitations. The tentative solicitation issue date is 24 October 2010 and the anticipated closing date is 24 November 2010. Interested offerors are advised to consult the actual solicitation for final dates and times. 4. Offers from all capable and responsible business sources will be considered. Firms offering a response to this notice must be registered with the Central Contractor Registration (CCR) database http://www.ccr.gov/ and Online Representations and Certifications (ORCA) https://orca.bpn.gov/. Offeror must ensure that the applicable NAICS code 561621 is included in the CCR profile prior to submission of proposals. 5.
