Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M00681-10-T-0200 is issued as a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44 and the Department of Defense Federal Acquisition Regulation Supplement (DFARS), current to DCN 20100908. This acquisition is being solicited Unrestricted. Marine Corps Base Camp Pendleton, CA has a requirement for the following: STATEMENT OF WORK: Preventive Maintenance (PM) of nine Tennant warehouse sweepers: five model 186, two model 6100, and two model S-10. PM shall be performed quarterly for a period of one year with four option years. The base period will be October 1, 2010 “ September 30, 2011. Each quarterly PM visit will consist of inspecting the following sweeper components, as applicable for each model: battery, charger, electrical wires, power cord, belt guards, brakes, horn, machine creep, parking brake, speed limiter, safety arm, stop switch, scrub head lock, stabilizer leg, static chain warning lights, brush, idler plugs, caster wheels, dust filter, filter bag and shaker, fire door, fuse link, grease fittings, hopper seals, main and side brushes, skirts and steering gear box, vacuum duct, hose, seal, fan and shut off, dust control, debris pick up and propeller system, ammeter/voltmeter, brush motor, circuit breakers, hour meter, AMP draw, propel and solution pump motors, switches and vacuum fan motor. PM service shall be performed by a certified Tennant technician at the Government ™s location during normal working hours (7:30 am “ 4:30 pm). The Tennant warehouse sweepers are located on 6 different buildings in the 22 area aboard Camp Pendleton, CA and annual usage does not exceed 300 hours. All PM visits shall be scheduled at least 24 hours in advance with the Government Point of Contact (POC) who will be named at the time of contract award. When the need for repairs/part replacement is identified by the contractor, the Government POC will be notified via a Service Ticket which shall have the following information: Name of Contractor, Date of Call, Description of Reparis Needed, Itemized List of Parts Needed, and Contract Number; repairs/replacements may be performed during the PM visit if approved by the Government POC and if they do not exceed the amount established in the contract for repairs/replacements. When the Government identifies the need for repairs/replacements, the Contractor shall perform the repairs/replacements within three working days of issuance of a Service Ticket by the Government POC. The Government may discontinue PM service, in whole or in part, for any of the Tennant warehouse sweepers upon thirty days notice to the contractor at no additional cost to the Government. Vendors must include the price for each quarterly PM visit for each sweeper and the total yearly price for each sweeper in their quotes, along with the price for four option years. The provision at 52.212-1, Instructions to Offerors “ Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance and Price (including options). Vendors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications “ Commercial Items, with their quotes. The clause at 52.212-4, Contract Terms and Conditions “ Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders “ Commercial Items, applies with these additional FAR clauses cited: 52.222-3, Convict Labor; 52.222-19, Child Labor “ Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Employment Opportunity; 52.222-36, Affirmative Action for Workers With Disabilities; 52.223-15, Energy Efficiency in Energy-Consuming Products; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer “ Central Contractor Registration. 52.222-41, Service Contract Act of 1965; 52.222-43, Fair Labor Standards Act and Service Contract Act “ Price Adjustment (Multiple Year and Option Contracts). The following additional FAR clauses apply to this acquisition: 52.204-7 Central Contractor Registration; 52.247-34, F.O.B. Destination; 52.237-2 Protection of Government Buildings, Equipment, and Vegetation; 52.232-18, Subject to Availability of Funds; 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract; The following DFARS clauses apply to this acquisition: 252.204-7004 Alt. A, Central Contractor Registration; 252.211-7003 Alt 1, Item Identification and Valuation; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, with these additional clauses cited: 252.225-7001, Buy American Act and Balance of Payments Program; 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. Upon request, the Contract Specialist will make the full text of the provisions and clauses referenced available. Vendors are cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with their quotes. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation.
