Description
RECOVERY ACT ACTION FOR INFORMATIONAL PURPOSES THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY UNDER THE OFFICE OF EXTRAMURAL RESEARCH, eLECTRONIC RESEARCH ADMIISTRATION, SUPPORT UNDER Z-TECH CORPORATION (DUNS #788291789) CONTRACT NUMBER HHSN-276-2010-00014C. In accordance with FAR Part 5.7 Publicizing Requirements Under the American Recovery and Reinvestment Act (ARRA) this is a notification of a modification to an existing, competitively awarded fixed priced delivery order using American Recovery and Reinvestment Act funding. The contract is for IT Professional Project Support Services and was previously competed and awarded in accordance with Federal Acquisition Regulations (FAR), Part 8.402 Federal Supply Schedules. It is the intent of the National Institutes of Health (NIH) to modify contract number HHSN-276-2010-00014C with Z-Tech CORPORATION (DUNS #788291789). Currently the vendor provides IT services necessary to support eRA in the business and requirements development; IT architecture; It security system and functional testing of software; configuration management; software development support; documentation and training support; and implementation of systems that are designed to accommodate NIH and DHHS research grants programs and initiatives. As a result of ARRA funding these funds will be in direct support of the NIH Grants Management System activities required for NIH & ARRA funded grants. The purpose of this modification is to provide additional support for the Web Front End for Complex Mechanisms Project. Z-Tech will provide architecture, requirements analysis, development, testing, and configuration management support for Phase II implementation of the Web Front End for Complex Mechanisms Project that will enable electronic submission of the largest applications, which currently comprise about 6% of NIH grant applications. The scope will benefit all of NIH, as well as AHRQ, CDC, FDA, SAMSHA and VHA. The activities and labor categories are within the scope of the existing contract and does not constitute new work. The contractor shall provide resources in quantities and timelines in accordance with, and as notified by, the current ordering processes of the Project Officer to meet agency demands for surge support. Labor Categories and Descriptions Below are the labor categories and descriptions from the existing master contract that may be required under this contract. Architect Assist with architectural alignment between eRA and the NIH, DHHS, and OMB Enterprise Architectures. Provide integration services between eRA and designated NIH enterprise applications as well as NIH IC's, other OPDIV's and Agency applications, develop and maintain eRA Architecture documentation, support Oracle software in eRA J2EE infrastructure, identify and apply security methods, policies, and procedures for the eRA infrastructure, support the testing of eRA's application development framework. Business Analyst The Business Analyst performs Business Process Reengineering (BPR) to improve the efficiency and effectiveness of business processes, and define requirements for software systems to implement reengineered processes. Business Analysts lead BPR efforts for multiple systems supporting the NIH grants process in the development of next generation software systems. Configuration Management Ensure Rational tools are available and accessible, develop/update end user training material for tools and ensure policies and processes are implemented, update branching/merging policy consistent with the Software Development Life Cycle (SDLC) needs, develop, run reports/queries for phase gate reviews, validate severity and priority of defects found during testing and task approval before production, post deployment follow-up to ensure all tickets are checked-out and closed, software build improvement support, support automated validation of eRA architecture and development standards in the build environment. Program Management Provide risk management, issues management, maintaining and updating project schedules, release planning, and level of effort estimating technical dependency management. Requirements Analyst Establish and document customer requirements, assess the adequacy of current software configuration, support the current eRA Configuration Management Plan, identify user interface requirements and develop interface prototypes, extract from sources such as documents and specifications, conduct feasibility analyses. Tester Software testers perform software test planning and execution activities as needed, including: Integration Test, Function Test, Component Test, Regression Test, System Test, Performance Test, and Security Test. They track and report testing results utilizing best practices and Rational and/or Mercury testing tools. This notice is for information purposes only. This is not a RFQ nor is a RFQ available.
