Description
The FAA is seeking to pre-qualify General Contractors for solicitation and award of a new Airport Traffic Control Tower (ATCT), Link Structure, Administrative Base Building and a Guard House at Cleveland-Hopkins International Airport, in Cleveland, Ohio. The contract will have an estimated performance time is 730 calendar days, with an anticipated construction start date of April 2011. The estimated procurement is between $25,000,000.00 and $40,000,000.00. The work includes, but is not necessarily limited to, the following: a.A 294 foot tall (to the cab floor) ATCT with cast-in-place concrete shaft, structural steel Cab framing, thermoplastic membrane roof, metal stud partitions, galvanized steel grating, hollow metal doors and frames, and miscellaneous wall, floor and ceiling finishes. The cab will have an approximately 867 square foot area with clear glass perimeter glazing. b.A two story, with an additional partial basement, Administrative Base Building of approximately 53,060 square foot total area, constructed of concrete and structural steel framing, with utilized aluminum and glass curtain wall system, exterior insulated metal wall panels, aluminum windows, and includes an electronics equipment room, engine generator and UPS rooms, offices, and other support areas, wood and hollow metal doors and frames, and miscellaneous wall, floor, and ceiling finishes. c.A two story 2,102 square foot Link structure connecting the base building to the control tower. d.Site development includes earthwork, storm and sanitary drainage lines, utility lines and extensions, asphalt and concrete parking and drive areas, chain link fencing, motorized vertical pivot lift gates, communication and power ductbanks, site lighting, security/access control systems, and erosion control. e.Complete mechanical and electrical equipment, including interior and exterior lighting. f.Site and building security system. OFFERS WILL BE SOLICITED FROM PRE-QUALIFIED CONTRACTORS ONLY. Contractors seeking to become pre-qualified must complete the attached Screening Information Request (SIR) and mail/deliver the completed form including all requested information to Miyo Calabro, FAA, ACE-52, 901 Locust Street, Room 117, Kansas City, Missouri 64106 no later than 3:00 CDT, October 8, 2010. No email or FAXES will be accepted. Factors to be evaluated include relevant experience, performance history, key personnel, project control and financial capability. Information obtained from the SIR will be utilized in determining the firms most qualified to perform on this project and those who will receive a Request for Offer. NAICS Code: 236220Size Standard:$33.5 million FOR INFORMATIONAL PURPOSES ONLY for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
