- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following product: MICROLAB STAR Single arm manual load workstation with 8 independent pipette channels and one iSWAP articulating plate grippier (96 channel ready), part number 173000-055. The complete system includes controls, accessories and supplies to automate the critical enzyme assays in the Analytical Toxicology Branch. System Specification and quotation Justification: The support is required to efficiently and effectively manage a multi-million dollar Critical enzyme assays necessary for determining health risk factors will be delayed. The alternative solution would be to increase personnel support or authorize overtime pay which would be more costly to the Government, the automated MICRO LAB Robotic Systems also provides a more accurate result. Hamilton Company is the manufacture comparable of provide the specialized equipment that is compatible with the assays as they are currently configured. A different contractors equipment would cause a significant loss of assay production time due to the need to reconfigure the assays, train employees on the new equipment, and to validate the new methods. In addition, the existing equipment in the lab is not compatible with other contractors equipment. The intended delivery date for the above mentioned requirement is November 26th, 2010 The Government intends to award a Firm-Fixed Price sole source contract to Hamilton Company, P.O. Box 10030, Reno, NV 89502-0012. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500 employees. All responses received within five business (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Daylight Time (EDT), September 14th, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
