- Justification for Other than Full and Open Competition (JOFOC). This is a combined synopsis/solicitation for commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and in the format in Subpart 12.6, and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: 10-233-SOL-0S41881 and is issued as a Request for Proposal (RFP). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 05-38 dated January 11, 2010. The North American Industrial Classification System (NAICS) code is 517410, and the small business size standard is $15 million. This procurement is unrestricted, allowing both large and small business to submit quotations. The PROGRAM SUPPORT CENTER (PSC) is soliciting to procure SATELLITE DISPATCH SERVICE The contractor shall provide the following: 1) Access Fee - 924 – CONUS Coverage w/ 3 Additional Talk Groups 2) Access Fee – 924 – CONUS Coverage w/ 4 Additional Talk Groups 3) Access Fee – 924 – CONUS Coverage w/ 5 Additional Talk Groups 4) Access Fee – 924 – CONUS Coverage w/ 6 Additional Talk Groups 5) Access Fee – 925 – All Region Coverage 6) Access Fee – 925 – All Region Coverage w/ 1 Additional Talk Group 7) Access Fee – 925 – All Region Coverage w/ 2 Additional Talk Groups 8) Access Fee – 925 – All Region Coverage w/ 3 Additional Talk Groups 9) Access Fee – 925 – All Region Coverage w/ 4 Additional Talk Groups 10) Suspended Radio Monthly Fee 11) Monthly E911 Emergency Referral Fee 12) Satellite Radio Activation Fee 12 devices 13) Federal Universal Service Fees Regulatory Cost Recovery Fee Period of Performance: September 30, 2010 through September 29, 2011 Statement of Work: Past performance and firm fixed price quotation are specified herein for the SATELLITE DISPATCH SERVICE. The following are inserted by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items (to be submitted with quotation); 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. Offerors must demonstrate the ability past performance, and a firm-fixed price quotation as specified herein for the SATELLITE DISPATCH SERVICE. Quotations must be received by the Contracting Office no later than 1:00 p.m. on Tuesday, September 14, 2010. The government requests that the technical, proposal, cost proposal and past performance proposals be submitted to PSCAcquisitions@psc.hhs.gov with the solicitation number 10-233-SOL-OS41881 in the subject heading.
