- Brand Name Justification and Approval Solicitation The Defense Information Systems Agency (DISA) intends to award a sole source contract to Northrop Grumman - TASC, Inc.; 15036 Conference Center Drive, Chantilly, VA 20151. DISA has a requirement for CGA Rack Mount Service Plan maintenance (one year) for CGAR-07 units (quantity: five). This synopsis is a notice of intent to issue an award under other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW with FAR 6.303-2(a)(4) and 10 U.S.C.2304(c)(1) and FAR 6.302-1/DFARS 206.302-1: The supplies or services required by the agency are available from only one responsible source, or, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements; and, is solely at the discretion of the Government. Demonstration of Contractor's Unique Qualifications IAW FAR 6.303-2(a)(5). Northrop Grumman - TASC, Inc., as the Original Equipment Manufacturer (OEM), is the only qualified and authorized entity to provide maintenance of the CGA Rack Mount Appliance product. The maintenance for the appliance includes COTS & GOTS software maintenance, hardware maintenance and a limited distribution map update service providing maps from (NGA National Geospacial Agency), that only Northrop Grumman-TASC is authorized to provide. DISA, under Joint Staff tasking, is responsible for the architectural design and implementation of GCCS-J capabilities, of which CGA Rack Mount Appliance is an integral system used in the operation of those capabilities. Interested parties may identify their interest and capability to respond to the requirement by providing detailed information of their capabilities and certifications to clearly meet the requirements stated above.
