Description
SYNPOSIS/SOLICITATION The National Institute of Standards and Technology (NIST) have a requirement for Contractor Technical Support Services to perform critical compilations of atomic transition probabilities for selected light atoms of importance for fusion energy sciences and astrophysics, Gaithersburg, MD. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. QUOTATIONS ARE BEING REQUESTED, AND WRITTEN SOLICITATION #SB1341-RQ-10-0803 IS ATTACHED TO THIS NOTICE. THE RESPONSE DUE DATE IS SEPTEMBER 13, 2010, 1200 NOON (EST) This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690 with a small business size standard of 7million. This requirement is a total Small Business Set-aside. BACKGROUND The National Institute of Standards and Technology (NIST) Data Center on Atomic Spectroscopy is responsible for carrying out critical compilations of the spectral lines, energy levels, and transition probabilities of atoms and atomic ions that are important for a number of national programs, such as for example: 1. Understanding spectra observed from ground based telescopes and from space-based telescopes such as the Hubble Space Telescope and the Chandra X-ray observatory. Determination of elemental abundance, temperature and charged-particle density in stars. 2. Development of new sources of energy, such as magnetic fusion with tokamak machines. The work is generally performed by thoroughly searching the published scientific literature and web databases to acquire all relevant materials for an atom selected to be of interest. Transition probabilities extracted from the relevant materials are compiled into tables in text format. As part of this process, the data are checked for reliability. A number of methods are used for these checks: • Graphical and numerical analyses with techniques recently developed by the contractor in his work for the Chandra Database http://physics.nist.gov/PhysRefData/Chandra/index.html • Comparison of results from different sources for mutual consistency. • Examination of spectral data for smooth behavior along isoelectronic sequences. • Comparisons with properties calculated theoretically from first principles with quantum mechanical computer programs. Requirement for active registration in CCR: each offeror must have an active registration at www.ccr.gov to be eligible to receive an award under this solicitation.
