Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for the Scheduling Program (SP) Technical Management Support. The TAC intends to award a sole source, a twelve (12) month, firm-fixed-price (FFP) contract to Systems Made Simple (SMS), 149 Northern Concourse, Syracuse, NY 13212, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to authority 38 U.S.C. 8127(c), Veterans First Contracting Program and Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute." VA SP will be a key component of the Veteran's Health Information Systems Technology and Architecture (VistA) initiative. The VistA initiative is a multi-year VA information systems modernization project that is national in scope and designed to produce and deploy systems that share a common architecture and enable integration and efficient data access and exchange. VA SP will replace aging systems and functionality and will improve the performance and efficiency of scheduling patient appointments and patient services within the VA. The goal of VA SP is to deploy an enterprise-level scheduling application to support the view of a One-VA patient record, regardless of point of care. The program concept stems from the General Accounting Office Report on Excessive Wait Times in VA Healthcare (1998). The outcome of the SP Analysis of Alternatives, anticipated to conclude this fiscal year, will support firm decision-making for program direction. The objectives of VA SP are to reduce clinic wait times, improve resource management, improve coordination of care, and create enterprise-level scheduling. The Technical Management services required in support of VA SP include identifying, documenting, analyzing, tracking and testing technical requirements necessary to implement end user needs in various VA Information Technology (IT) systems. The North American Industrial Classification (NAICS) for this effort is 541512. The estimated date of award for this action is September 30, 2010. This is a notice of intent and is not a request for competitive proposals.
