Description
Missile Procedures Trainer (MPT) B to AM System Conversion Program, including MPT Conversion Kits, Air Conditioner, NuVAX and KG-84(KIV-7M) Replacement Upgrades General Information Document Type: Sources Sought Synopsis Post Date: 7 September 2010 Category: ICBM Trainer Equipment Contracting Office Address Department of the Air Force, Air Force Material Command, Air Force Nuclear Weapon Center, AFNWC/PKMA 6014 Dogwood Ave (Bldg 1258), Hill AFB, UT 84056-5816 Description This announcement constitutes sources of sought synopsis for the purposes of conducting market research. The Government intends to establish a contract for the task of modifying a Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Missile Procedures Trainer (MPT) from a B system configuration to the current AM system configuration and building necessary equipment to convert to a Wing 3 and Wing 5 configuration and to build additional hardware (currently being incorporated into the MPT) to be located a Vandenberg Air Force, CA. Hardware: One current Wing I, (Base configuration) MPT, capable to be converted to a Wing 3 and Wing 5 configuration ( one Wing 3 and one Wing 5 conversion kit), one air conditioner, one NuVAX and one KIV-7M. Software: Government will provide MPT software that will require contractor to perform regression testing to ensure proper trainer functionality. The Air Force is in the process of preparing documents to gain the required approval to issue a sole source request for proposal to the current ICBM Prime Integrated Contract (Northrop Grumman Aerospace Systems). Statutory authority is 10 USC 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of source(s) and no other type of supplies or service will satisfy agency requirements. The proposed contract action is modification of a B system MPT to an AM system MPT to incorporate the above mentioned hardware for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1: Only one responsible source. Northrop Grumman Aerospace System (ICBM Prime Integrated Contract) is considered the only organization that has the requisite skills, capabilities, system expertise and resources to accomplish the required MPT B to AM system modification. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have demonstrated: (1) They possess the necessary Minuteman III missile system knowledge and understanding of ICBM weapon and trainer system requirements. (2) They have a minimum of 5 years experience in the current Minuteman III AM missile and trainer system. (3) They have experience developing and producing complex hardware in magnitude to this task and have the equipment and logistical support to appropriately fulfill all requirements pertinent to modifying the MPT. (4) They have trained employees with satisfactory qualification and background which includes the operation of the Minuteman III Rapid Execution and Combat Targeting (REACT) console and are familiar with the VAX computer and other MPT simulated equipment. Employees performing software testing must possess a Top Secret security clearance. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement.
