- Combined Synopsis/Solicitation RFQ - MVR-IV Multi-Band Video Receivers & Accessories - Reference (F3MT180236A002) Requesting Agency: 18 ASOG POPE AFB, NC 28308 Purchasing Agency: 43D Contracting Squadron - 43 CONS/LGCB 2352 Surveyor St, Bldg 737 Pope AFB, NC 28308-2896 This is a combined synopsis/solicitation for a commercial commodity prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ) IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) reference number F3MT180236A002. This will be a total small business set-aside. The NAICS code for this requirement is 334220. The small business size standard is 750 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. Potential bidders are to quote for the delivery of the following requirement IAW the description provided below: • CLIN 0001-- MVR IV, Receiver, hardended case • CLIN 0002 -- HUD, Hands free wearable display • CLIN 0003 -- Antenna, High gain flex • CLIN 0004 -- AC Adapter, 110v AC to DC adapter • CLIN 0005 - Car DC Adapter, Cigarette Lighter adapter • CLIN 0006 -- MVR IV to BNC, RCA cable • CLIN 0007 - Video Tester, L/S/C Band Video Tester Multi-Band Video Receiver -- Must weigh less than 2lbs with batteries, Full motion video Receiver (L,S,C bands) Frequency Ranges: 1700-1850MHz, 2200-2500MHz, 4400-5000MHz, 5250-5858MHz Frequency Resolution: 1Mhz Frequency Selection: Direct User Entry, Program Presets, Auto Scan and/or Up, Down Automatic Band Selection Video output: Usable with Heads up Display system, Small wearable Computer, and other off the shelf computers and monitors Comes with a HUD unit Power: Uses current MBITR batteries currently utilized by our organization (Thales 12V Lithium Battery Pack or 9/ 123 Battery Adapter, Harris PRC-152, and warrior pack system) Battery Life: 12 hours nominal @ 12V Hand held design with dimensions comparable with PRC-148 radio system (1.5" by 2.6" by 9.7") excluding ant/connectors/switches Connectors: RF-TNC female, Video output 7-pin Gierair connector, Programming 7-pin Gierair connector System must also be modular in design, is upgradable for unit specific requirements (to include digital encoding) and works with all legacy video transmission systems. Environmental Specs, Operating Temp (-10 to +60 degrees Celsius minimum), Altitude unlimited. Supplier must also be able provide as additional purchase items (HUD, (L,S,C band test kit), 110v AC to DC adapter, cigarette lighter adapter, RCA cable) It is recommended that this request be set aside for Small Business. Manufacturer or Equal, Model (or P/N) will be acceptable. If proposing an "Equal" product, provide literature, drawings and specification with offer. Award will be made based on lowest price, technically acceptable. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred. If the Government issues an order resulting from a quotation, the Government may (by written notice to the supplier, at any time before acceptance occurs) withdraw, amend, or cancel its offer.
