Description
The United States Air Force intends to issue solicitation FA5575-10-R-0011 to solicit proposals for a Firm-Fixed Price contract for the Installation and Replacement of a 200 Pair Copper Cable in two (2) separate locations, to the Control Tower and Housing Zone, in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 07 Sep 2010. The contract will consist of a period of performance of 180 calendar days. Contract magnitude is between $25,000 and $100,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400-5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." ________________________________________________________________________ SCOPE OF WORK: The work includes, but is not limited to, the following items: Control Tower: Install 200 pair copper cable from existing MH 22 to existing splice case in front of the ATC tower is needed to supports all of the ATCALS for the base, ie. only feeder that goes across the flight line. The 200P cable will be installed in new/existing MHDS. The contractor is required to install three new HHs as depicted in attachment 1,3. The contractor shall install two each 4" PVC conduits, start from MH 22 to new HH 1A to existing MH 23; the new 2 each 4" PVC conduit continue from existing MH 24 to new HH-1B and end at the new HH-1C. The new 200 pair copper cable shall be installed in one 4" conduit. Splices cases, and cable racks/supports will be installed in the HHs/MHs along the route where necessary. New splices are necessary at the beginning (MH 22) and at the end (HH-1C) of the route to replace the old ones. Also new splices will be installed in HH-1A, MH 23, MH 24 and HH-1B to make easier the 200P cable installation. The installation of the 200P cable will be done in different portions which are delimited by the man holes and hand holes. Constructing pressure plugs on existing air core cable in MH 22 is also required to prevent air flow beyond the plug. Housing Zone: Replace a 200 pair copper cable from DCO Bldg 160 MDF to existing splice case that feeds the housing copper cable to support telephone and communications for residents that resided on base. The cable shall be installed through direct bury method in 4" conduit. Splice cases will be installed in the HHs/MHs along the route where necessary. At MDF end, install new Central Office Connectors on existing MDF frame and terminate the 200P cable on the new Central Office Connectors. At the housing side end of the cable, splice the 200P cable on existing cable that feeds the housing copper cable. Cables pulled through manholes or cable vaults and cable at terminals shall be tagged. All cables entering and leaving splice cases shall be tagged as well. ________________________________________________________________________ The contractor or subcontractor must hold an updated Certificate of Classification issued by the Spanish "Registro Oficial de Licitadores y Empresas Clasificadas del Estado" of the "Ministerio de Economía y Hacienda" covering the group: I, subgroup: 7, and category: b. The above general outline and list of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work as required by the project to provide a complete and operable facility. It is highly recommended that you register to be notified of any new postings for this solicitation and/or any other postings published by our office. In order to be awarded a contract by the U.S. Government, the company must be registered in the Central Contractor Registry (CCR); contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov. NOTE: You must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. To obtain a Data Universal Numbering System (DUNS) Number you can contact Dun and Bradstreet and request one by calling: 902446688. To obtain a NATO CAGE code, you must fill out the form found in: http://www.dlis.dla.mil/Forms/Form AC135.asp. Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
