Description
Pre-Fabricated Fiberglass Trail Bridge# Q8486100041 1. GENERAL INFORMATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and will remain open for 10 days. Quotes are requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), number Q8486100041 in accordance with FAR parts 12 and 13. The solicitation document and clauses are those in effect through Federal Acquisition Circular 2005-43. 2.SMALL BUSINESS SET ASIDE: This solicitation is 100% set-aside for small business. All responsible small businesses may submit a quotation which shall be considered by the National Park Service (NPS). The associated NAICS Code is 237310, and the size standard is 33.5. 3.DESCRIPTION OF WORK: Line item 0001, is one each pre-engineered and fabricated components for FRP bicycle bridge, of fiber reinforced polymer (FRP) composite construction; 30' 0" in length, 5' 0" width; 54" handrail height with 4 midrails; decking provided by the government as noted below; design live load of 100 psf or better (no snow load required); shipped unassembled; All associated hardware for assembly and mounting will be hot dipped galvanized or stainless steel. Provide engineering calculations, anchor bolt setting plan and assembly drawings for bridges. Provide recommendations for hardware requirements for securing decking to bridge structure.Line 0001..$____________________ Line item 0002, is one each pre-engineered and fabricated components for FRP bicycle bridge, of fiber reinforced polymer (FRP) composite construction; 40' 0" in length, 5' 0" width; 54" handrail height with 4 midrails; decking provided by the government as noted below; design live load of 100 psf or better (no snow load required); shipped unassembled; All associated hardware for assembly and mounting will be hot dipped galvanized or stainless steel. Provide engineering calculations, anchor bolt setting plan and assembly drawings for bridges. Provide recommendations for hardware requirements for securing decking to bridge structure.The government will provide bridge assembly and installation; design and construction of abutments; Decking material- will be 3" x 6" wide dimensional redwood lumber cut to length to accommodate bridge design needs and placed with a " gap between boards; and contractor recommended hardware for securing decking to bridge structure. Line 0002. $____________________Grand Total. $____________________4.DELIVERY: Delivery required to Redwood National and State Parks, South Operations Center, 219 Hilton Road, Orick, CA 95555 no later than 60 days after issuance of purchase order, shipped F.O.B. Destination. NPS personnel shall unload the bridges from the truck at the time of arrival. Contractor must notify the NPS in advance of the expected time of arrival at site.5.EVALUATION: The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation provides the best value to the government. "Best value" shall be a combination of price and performance, where price is slightly more important than performance. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Offers that do not conform completely to the requirements will not be considered. The Government intends to evaluate offers and make award without discussions. However, the Government reserves the right to hold discussions if it is in the best interest of the Government to do so. A bid guarantee and performance bond is not required. However, prior to award the prospective contractor must exhibit the ability to obtain resources and a satisfactory performance record as per FAR 9.104-3.6.VENDOR QUALIFICATION: All vendors wishing to be considered for this solicitation must be successfully registered in the Central Contractor Registration (CCR) database and have completed Online Reps and Certs by the date of quote submission. Quotations received from offerors who have not successfully and completely registered in CCR and completed Reps and Certs by the submission date will be considered non-responsive and will not be considered. CCR registration may be completed at http://www.ccr.gov. Online Reps and Certs may be completed at http://orca.bpn.gov/publicsearch.aspx. CCR registration typically requires five to seven business days for completion.7.QUOTATIONS: Quotations shall include (1) the price for both bridges and all work, (2) Business Name, (3) DUNS number, (4) business address, (5) Business Phone, (6) Offerors Name, (7) Date, and (8) a list of at least two similar bridges installed within the past three years. The description of past projects shall include the bridge location and description, name of the contracting agency or business, and agency point of contact with name and telephone number. Offers shall be clearly marked "Two FRP bicycle bridges" and may be submitted via e-mail to Lyn Giddings at Lyn_Giddings@nps.gov; fax to 707-464-5846; or mailed to Lyn Giddings at 1111 Second Street, Crescent City, CA 95531. Quotes shall be submitted to insure receipt by 3:00 pm local time, Crescent City, CA, Wednesday, September 15, 2010. The anticipated award date is on or about Monday, September 20, 2010.8.CLAUSES: The provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition, with no addenda. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with your offer. The clauses 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, apply to this acquisition.
