Description
In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought (SS) Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the Work Plan. This Work Plan builds upon the work that members of the Carnegie Mellon University (CMU) Software Engineering Institute SEI performed for VA, VHA, OHI during the periods of performance between 01 June 2008 and 31 May 2010. This Work Plan tasking shall provide independent strategic technical advice, guidance, integrated application of Capability Maturity Model ® (CMM ®) Integration (CMMI ®) standard models (CMMI-Acquisition, CMMI-Service, the People CMM) and review of VHA, OHI transformation activities with respect to acquisition, service delivery, full life-cycle requirements engineering, program and project management, and organizational change within the context of VHA, OHI and CMMI to guide the transformation activities of the organization. The applied integration of these models requires a unique research and development aptitude coupled with a strong experience base in the broad suite of CMM and CMMI models. Background: The VA has designated VHA, OHI as their life-cycle requirements engineering and acquisition oversight organization. The ESM office within OHI provides acquisition services to the VHA user community. To fulfill these roles, VHA OHI must develop and implement policies, processes, and practices and has selected the widely-used (de-facto) Capability Maturity Model ® (CMM ®) Integration (CMMI ®) standard to implement their model-based improvement approach. VA, VHA, OHI's transformation strategy must address integrated improvement in the organization (e.g., structure, goals, values, strategies, culture) and its processes and people. To implement their continuous multi-model-based improvement approach, and execute their transformation strategy, VA VHA OHI requires independent strategic technical advice, guidance, and integration of specific CMMI models, and review of VHA OHI transformation activities with respect to acquisition, service delivery, people issues, full life-cycle requirements engineering, program management, and project management. VA, VHA, OHI will use the essential guidance on initiating and managing the acquisition of its products and services offered in the CMMI-ACQ, CMMI-SVC, and the People CMM. CMMI is a reference framework for integrating acquisition oversight, software/system engineering, and service delivery. CMMI consists of best practices that address development and maintenance activities that cover the product life cycle from conception through delivery and maintenance. Performance Period: One year from date of award, with 2 option years. Place of Performance: Contractors site SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks: The contractor shall perform the specific tasks described below within the performance period. 2.1 Multi-Model Improvement and Organizational Transformation Using CMMI-ACQ, CMMI-SVC and the People CMM The VA has designated VA, VHA, OHI as their life-cycle requirements engineering and acquisition oversight organization. VA, VHA, OHI's transformation strategy must address integrated improvement in the organization (e.g., structure, goals, values, strategies, culture) and its processes and people. To implement their continuous multi-model-based improvement approach, VA, VHA, OHI will use the essential guidance on initiating and managing the acquisition of its products and services offered in the CMMI-ACQ, CMMI-SVC, and People CMM. CMMI-ACQ focuses on acquirer processes and integrates bodies of knowledge that are essential for successful acquisitions. CMMI-SVC focuses on best-practices for service-providers (like some of the key functions in VA, VHA, OHI). People CMM focuses on managing and developing the workforces involved in service delivery and the acquisition process. To fulfill this role, VA, VHA, OHI must develop and implement policies, processes and practices for: Strategic Initiatives Acquisition and Service Delivery Change Management Initiatives 2.1.1 Support for Strategic Initiatives While VA, VHA, OHI's continuous multi-model-based improvement approach will use the essential guidance as offered in the CMMI-ACQ, CMMI-SVC, and People CMM, the contractor will explore the methods and benefits of a multi-model approach for: Articulating acquisition service business objectives Explicitly linking the organization's activities to their business objectives Ensuring that organizational products or services meet the customer's expectations Implementing related best practices (e.g., measurement, risk) in a multi-model environment 2.1.2 Acquisition and Services Support The contractor will support VA, VHA, OHI in the preparation, analysis, and review of acquisition and service delivery strategies and plans. These essential tasks can only be achieved in the period of performance by using the CMMI-ACQ and CMMI-SVC models developed by the contractor. CMMI-ACQ is a best practices model that can help improve acquirer/supplier relationships and improve acquirer processes. It can be used to increase project control and more successfully acquire solutions that meet the organization's needs. CMMI-SVC is a guide to help service provider organizations reduce costs, improve quality, and improve the predictability of schedules. The contractor will also support VA, VHA, OHI in determining make/buy decisions and will support VA, VHA, OHI as it defines and refines its acquisition and service delivery strategy for improvement plan development and implementation as described in this Work Plan. Contractor support may include: Aiding in the development, refinement and review of the acquisition and/or service delivery strategy; Participating in acquisition milestones; Participating in the development of the RFP and evaluation criteria; Participating as an advisor in the review of Request for Information responses and technical evaluation of proposals as part of source selections; Participating in contractor in execution process reviews both as part of source selection and during contract execution; and, Verifying that the efforts between VA VHA OHI's integrated improvement activities and this set of activities are aligned Conducting Independent technical assessment (ITAs), the contractor will not participate as a voting member in any source selection activities. 2.1.3 Change Management Support The contractor, as the steward for CMMI-ACQ, CMMI-SVC and the People CMM and the pioneers in organizational change management within the context of software acquisition and software engineering organizations and cultures, will provide direct technical expertise to support VA, VHA, OHI through advice and strategic guidance with respect to the planning, governance, development, base-lining, execution, change management, measurement, monitoring and control, and review of its strategic and tactical improvement plans including VA and contractor led activities. The contractor will support VA, VHA, OHI in ensuring that its improvement plans are comprehensive and integrated, diagonally collaborative within the organization, balance multiple approaches, address the whole system, are appropriately sequenced, retain a practical focus and are cost effective, are well-communicated, and are fit for organization. Using CMMI-ACQ, CMMI-SVC, and People CMM, the contractor will collaborate with VA, VHA, OHI to establish sponsorship for the integrated improvement efforts. The contractor will offer specific guidance, advice and support with communication planning of it improvement activities internally with VA VHA OHI and externally between VA, VHA, OHI and other VA and non-VA entities. 2.2 Technology Transition The contractor will provide expert advice and guidance as a means of technology transition with the intent of minimizing the effort and time required to successfully transition, adopt and institutionalize emerging technologies and methods. Activities in this area will be focused on supporting VA, VHA, OHI's ability to transition new technology. 2.3 Training, Seminars, Workshops, and Conferences In order for VA VHA OHI to ensure that the essential CMMI-ACQ, CMMI-SVC and People CMM best practices are being utilized, it may be necessary for VA, VHA, OHI personnel to participate in courses, conferences, and other training opportunities to build skills. The contractor shall provide, on an as-negotiated basis, seminars and training for VA VHA OHI. SUBMITTAL INFORMATION It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. Please note that hard copies will not be accepted. Please also include a cover page which includes, at a minimum, the company's name, address, Dunn & Bradstreet number, socio-economic status, point-of-contact name, phone number, and e-mail address. Responses must include the SS number and project title in the subject line of their e-mail response. Submissions (responses) are required no later than September 17, 2010 at 4:30 P.M., Eastern Standard Time (EST). Past Experience - Provide the following information on a maximum of five similar projects completed within the last three years for which the responder was the prime contractor. "The name, address, type and value of each project. "The name, telephone and address of the owner of each projects. "A description of each project, including difficulties and successes "The firm's role and services provided for each project. Capabilities/Qualifications - Provide the following information for each of the specific tasks and deliverables listed above. "Description of the capabilities/qualifications/skills your company possesses to perform task orders under each functional area. "Resumes of key personnel for each functional area (one person may be listed as key personnel for more than one functional area). Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOps at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto.
