Description
This is a Request for Information (RFI) for planning purposes. There is no bid package or solicitation document associated with this announcement. This RFI is being used as a market research tool and the responses to this RFI will be considered in determining whether this requirement should be set aside for award to any type of contractor required to be given preference under Section 819.7004 of the Veterans Affairs Acquisition Regulation. This notice does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Contractors are invited to provide a brief statement of their capabilities to provide the services described below. In particular, contractors are urged to describe their experience with respect to performing vulnerability studies/surveys of healthcare facility utility systems for emergency preparedness. Responses will be accepted until 2:00 pm on Friday, September 17, 2010. Response by e-mail to Elizabeth.Youse@va.gov is preferred due to the urgency of this requirement, although responses mailed to the following address will also be reviewed if received by September 17, 2010: Elizabeth Youse, Network Contract Manager; VAMHCS-Perry Point; Building 101C; Perry Point, MD 21902. The Capitol Health Care Network (VISN 5) of the Department of Veterans Affairs (VA) requires a qualified contractor to perform a vulnerability risk assessment study of the following VISN 5 facilities: Washington VA Medical Center; Martinsburg VA Medical Center; and the VA Maryland Health Care System, which includes the Baltimore VA Medical Center, the Perry Point VA Medical Center and the Loch Raven (MD) VA campus. The contractor shall consider, and conduct a detailed, rigorous quantitative hazard vulnerability and risk assessment for the full range of natural and human-caused (including terrorism) hazards for utility systems, to include but not be limited to: sanitation/waste water, potable water/non potable water, medical gases including the bulk oxygen distribution system (air oxygen vacuum or AOV), electrical power provided by the local utility and the facility emergency power system, steam generation for sterilization and heat, air conditioning provided by the chiller plant and package ("DX") units and air handling systems. In addition, the contractor will be required to provide recommendations to ensure that the utilities will be able to function to the fullest possible extent during an emergency, even though this may be at a reduced level. To meet this requirement, all utilities evaluated must have a clear, defined presentation of their vulnerabilities and proactive measures to reduce or mitigate the vulnerabilities need to be presented. The assessment must identify the fragile links of the infrastructure and provide suggested prioritization of vulnerability remediation to enable realistic programs to be developed by VA for physical work to be undertaken to improve sustainability. The sustainability of facility operations shall be analyzed for each major utility system based on two levels of sustainability standards - the first level includes disruption to that utility system and/or support for up to 48 hours and the second level includes disruption of that utility system and/or support for up to 96 hours.
