Description
NASA/ARC has a requirement for Ultraviolet Spectrometer (UVS) design and test insupport of the Lunar Atmosphere Dust Environment Explorer (LADEE) UVS instrument. This Engineering Test Unit and Flight rated unit must have the following characteristics:- must match the existing LADEE ETU mechanical, thermal, electrical and communicationinterfaces as specified in the LADEE UVS Interface Control Document (ICD).- must be based on the LCROSS-heritage design, specifically optical design andperformance must match LCROSS design to retain Technology Readiness Level (TRL)requirement.- must meet the requirements in the LADEE UVS Functional Requirements Document,including: - ability to measure lunar exospheric gas emissions as well as look at the sun inoccultation - a wavelength range of at least 250-800 nm - spectral resolution of at least 0.5 nm - a dynamic range of 16 bits - a 1 deg FOV on both the limb viewing and solar viewing optics - able to change integration times between 0.1 to 60 sec - off axis light rejection of better than 1e6In addition to the above requirements the contractor shall provide workmanship trainingand limited support in the following areas; I&T support, Commissioning, and scienceoperations support.NASA/ARC intends to purchase the items from Draper Laboratory by authority of 10 USC2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will SatisfyAgency Requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 22, 2010.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
