- Description
- The Department of Veterans Affairs intends to negotiate sole source commercial item procurement with the National Academy of Sciences (NAS)/Institute of Medicine (lOM), 2101 Constitution Avenue NW, Washington, DC 20418. The purpose of the procurement is to furnish all equipment, facility, professional and technical personnel to conduct an independent program designed to perform research and manage assets collected by the Air Force for 25 years relating to Project Ranch Hand. The Ranch Hand research assets include both health related data and a biospecimen repository. The contractor shall use the scientific community's level of interest and response to calls for pilot projects using this sample group to determine if continued maintenance and management of the biospecimens post contract is warranted. This proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 12 Noon, September 7, 2010 EST to: Robert.Headen@va.gov or Fax: 757-728-3132. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
