- Justification and Approval for Other than Full and Open Competition HC1028-10-T-2261 - Solicitation SUBMISSION INSTRUCTIONS The technical and price proposal must be submitted as separate attachments in the e-mail transmission. During evaluation, various portions of offeror's proposal will be forwarded to different offices/personnel for review. By submitting separate documents/attachments, the evaluation and distribution process can be accomplished more efficiently. Questions regarding the solicitation HC1028-10-T-2261 should be sent to Lacey Arentsen at lacey.arentsen@disa.mil by close of business(COB) Thursday, 02 September 2010. Answers will be provided on Friday, 03 September 2010. The technical proposal shall include all information you want the Government to consider/evaluate, regarding the capability of your company to perform the required tasks in the Performance Work Statement(PWS). The proposal shall address all aspects of the PWS to demonstrate understanding of the tasks to be performed. The price proposal for performance required under the PWS shall be itemized by labor categories, estimated labor hours, number of employees, cost of supplies, what percentage of discount is offered to the Government, and a total cost for the requirement. Pricing shall be based on fully burdened labor rates to perform the work. This procurement will be conducted entirely electronically. All information submitted must be presented in software applications which are readable by Government systems (generally, Microsoft Office such as Word, Excel, etc.). All submissions must be made to this email address: lacey.arentsen@disa.mil The Government reserves the right to award without discussions. Therefore, the offeror's proposal shall contain the offeror's best terms based on lowest cost technically acceptable offer. If you are not able to provide a proposal at this time, a NO BID RESPONSE, is requested. Thank you, in advance, for your participation. EVALUATION OF OFFERS: This competitive award will be made on a Lowest Price Technically Acceptable Offer that meets the requirements as stated in the PWS. The Government reserves the right to award without discussions.
