Description
Requirement Global Aviation Data and Analytical Tools for Public Health Risk Assessment, Surveillance, Preparedness, and Emergency Response Background In 2007 the CDC's Division of Global Migration and Quarantine (DGMQ) entered into a commercial contract to access scheduled global aviation data and analytical tools. The data included scheduled (not actual) global aviation flight, route and estimated passenger seats available for direct flights. It also included an application to identify potential flight connections for multi-leg flights and mapping capabilities. This commercial product and data was accessed via locally installed software supported by off-site data servers; shipped DVDs required manual monthly updates. Current advances in technology and availability of more detailed global aviation data offer DGMQ the ability to enhance its global public health risk assessment, surveillance, preparedness, and emergency response capacity. The Secretary of the Department of Health and Human Services (DHHS) has statutory responsibility for preventing the introduction, transmission, and spread of communicable diseases into the United States (42 U.S. Code § 264). The authority for carrying out these functions has been delegated to CDC's Division of Global Migration and Quarantine (DGMQ). The increased speed and capacity of global aviation networks combined with increasing numbers of globally mobile populations present greater potential for health risks to travelers and the communities to which they travel and return. Airline passengers have been shown to both spread communicable diseases and to be at risk of exposure to communicable diseases. To reduce morbidity and mortality among immigrants, refugees, travelers, expatriates, and other globally mobile populations and to fulfill its responsibility to prevent and mitigate the spread of communicable diseases of public health concern, DGMQ must improve its capacity to analyze global aviation patterns; this requires access to advanced global aviation intelligence data and analytical tools. Critical Need The need is immediate and ongoing for a commercial off the shelf (COTS)single, secure, and web-based global aviation database and analytical application to support analysis of aviation global capacity and domestic and international passenger traffic (historical and future). The dynamic, customizable query and reporting product shall include: o Actual and scheduled global aviation traffic data: carrier routes, passenger volume, flight-level data, available seats, flown seats, connections, airport terminals etc. o Missed connections data that could result from imposed delays on passengers o Origins, destinations, connections, complete itineraries (true origin and final destination) o Geographic queries for world regions, country, state/province, city, airport o Timeframe queries for year, month, week, day; 5 years historical and 1 year ahead. o Global geographic parameters including US origins/destinations/connections as well as international (e.g. foreign origin to foreign destination). o Mapping capacity to better visualize routes o User-friendly interface - includes ability to easily download and report data in multiple formats such as Excel, html, and text. o Customer support - training, technical, DGMQ-dedicated customer service representative Technical Requirements A COTS single, secure, web-based global aviation database and analytical application for a base year and four option years that will include: • Support o Readily available training, customer service, and technical assistance o 24/7 access to data and analytical application o Fifteen concurrent-use licenses renewable annually o Regularly scheduled data uploads to maintain access to most current aviation data available. • Data and Query Functionality o Origin and destination flight data based on ticket settlement data for air passengers from the Airlines Reporting Corporation ("ARC") for tickets sold in the U.S. and from the International Air Transport Association ("IATA") for tickets sold in 163+ other nations around the world. o Worldwide airline schedule data that is updated weekly and features access to schedules for the next 12 months and historic schedules dating back to 2000. Scheduled data should include route mapping, connections builder, and missed connections capabilities. o U.S. Department of Transportation ("DOT") Origin and Destination (O&D) Data (DB1B) Tool to track US carriers' passengers' origins and destination around the world o U.S. DOT Onboard Data (T100) Tool to track the number of passengers on every flight segment that touches U.S. soil, including those segments flown by foreign carriers. o Aviation Industry Reference Data o Airline Codes, Names, and Alliance Members o Airline Equipment Types and Seat Counts o Airport Codes, Names, and Locations o Great Circle Route Distance Calculators o Value add:  Forecasting module to predict future passenger load estimates.  U.S. DOT On-Time Performance tool to review select US carrier data. • Research and Reporting: o DGMQ will use these data and tools to provide reports to US and international public health partners to support risk assessment, surveillance, preparedness, emergency response, and other public health activities. The information will be used to support the development of relevant research and may be included in presentations, posters and publications. DGMQ will not publish sensitive airline industry data, such as revenue and market share information. Evaluation Criteria Proposals that meet or exceed the above technical requirements and provide more favorable terms in regard to data, application functionality and technical support/training will be considered a better value to the government and therefore are more important than price. This is the complete solicitation package and no additional information will be posted at this site. No telephone requests of the solicitation will be accepted or entertained.
