Reference No.: NHLBI-PB-(DE)-2010-314-CRS Title: Consulting Services THIS IS A COMBINED SYNOPSIS / SOLICITATION NOTICE. This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference solicitation number is: NHLBI-PB-(DE)-2010-314-CRS This solicitation is issued as a request for quotation (RFQ). This acquisition is being conducted under the procedures in accordance with FAR 13.3 Simplified Acquisition Methods, and FAR Part 13.5. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-044. The total contracted dollar amount, including options will not exceed $5 million. The procurement is being conducted on a competitive basis, and is a small business set-aside. The North American Classification System (NAICS) code applicable to this requirement is 541690 and the Size Standard is $7.0 Million. It is anticipated that a fixed price type contract will be awarded. The FOB terms are “Destination” and Net 30. The estimated level of effort for this requirement is not expected to exceed 330 hours during the period of performance, beginning the date of award and for approximately twelve months. Period of performance: The proposed performance for this service will consist of one (12) month basic contract period (October 1, 2010 – September 30, 2011) and will include two (2) options to renew for a twelve month period per fiscal year. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.giov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation. NOTE: lack of registration in the CCR will make an offeror ineligible for award. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR) requires the services of a professional, familiar with NIDCR, NIDCR’s research portfolio, extramural programs (including clinical research), and the extramural community, who is also organized, motivated to work independently, and a polished writer. Ideally, the individual would have experience as a practicing dentist to facilitate his or her ability to work with both our research and clinical/practicing community. The temporary services needed for the endeavor will require a person of highly professional training and demeanor, with specific dental knowledge and training an added desirable quality. Background Information: The National Institute of Dental and Craniofacial Research (NIDCR)’s Office of Science Policy and Analysis (OSPA) develops and coordinates science policy and program planning for the Institute, including; strategic planning, special planning efforts on specific research issues or initiatives; maintains and updates an Institute science and classification/coding system; and designs and prepares reports on NIDCR scientific programmatic and funding activities. The Institute’s 2009-2013 Strategic Plan was recently unveiled, and NIDCR will require to put in place processes by which the Institute’s research efforts and outcomes are tracked through the context of this Plan. This plan will communicate NIDCR’s successes and continuing challenges with stakeholders. Furthermore, within the context of the Strategic Plan, NIDCR engages in an annual science planning and priority setting to develop research initiatives, which feed into the well-established and refined NIDCR’s annual budget planning process; therefore, an individual is required to assist in coordinating this process. Specifically, NIDCR requests an individual to work closely with the Intramural, Extramural, Office of Communication, and Budget staff to ensure that the scientific initiatives developed by NIDCR Intramural and Extramural staff are discussed and prioritized by the Institute’s Executive Staff committee that highly prioritized draft initiatives are made available for public comment. OSPA is also responsible for preparing the NIDCR scientific accomplishments and discoveries (Science Advances) to be submitted to the Office of the Director, OSPA. NIDCR requires an individual to assist in preparing these and translating them into plain language for dissemination. There are also several Fact Sheets that are requested from OD on a range of important disease and dental topics that need to be updated with current information and advances. Purpose and Objectives for the Procurement: The purpose of this purchase order is to secure professional services of an individual sufficiently qualified to play a major administrative role in the NIDCR OSPA, providing critical assistance to full-time NIDCR employees for whom responsibility for planning and reporting activities are only a few of many full-time responsibilities. Scope of Work: The contract will involve and include, but not limited to the following as outlined in the Statement of Work. The Contractor shall: (1) Assist in the timely development, review, and delivery of the NIDCR component of a number of Department- and Agency-level reports (2) Work closely with OSPA and Institute Leadership, where necessary, in the development of Planning and Reporting processes such as: • Revisions or modifications to the 2009-2013 NIDCR Strategic Plan • Science Advances • NIDCR Fact Sheets • Other assorted reports and requests (3) Coordinate the effort relating to the Development of FY2013 Research Initiatives, which includes the following activities: • Work with the Division of Extramural Research to develop and bring proposals to the NIDCR Executive Staff Committee for discussion and selection • Work with staff leaders to further develop selected initiatives • Coordinate the posting of these preliminary initiatives for comment by both the NIDCR Advisory Council and the general public • Collect, review, organize, analyze, and provide the Council/public responses to identified staff leaders for each initiative • Distribute draft initiatives and guidance to Executive Staff, along with a summary of public comments • Prepare for and coordinate the midpoint meeting with Executive Staff: discussion of each initiative’s relative significance and responsiveness to decision criteria. Budget needs, mechanisms, etc. identified; Executive staff’s questions and comments addressed • Work with the Office of Communication and Health Education to prepare final version in lay language for transmittal to the Office of the Director (4) Coordinate activities under the supervision of the Director, OSPA Time Line for the Planning/Reporting Activities -Approximate date: Within 14 days of contract award -Activity/Accomplishment: Meet with Director of OSPA to discuss expectations and parameters of performance. -Deliverable: Written summary of discussion and resulting decisions/plans agreed upon, due within 30 days of contract award. -Approximate date: Monthly -Activity/Accomplishment: Conduct activities described in above scope of work, in consultation with OSPA staff. -Deliverable: Brief (one page or less) monthly report listing activities conducted. Report also shall alert OSPA Director to needs or decision points anticipated for the following quarter. -Approximate date: Within 30 days prior to contract expiration. -Activity/Accomplishment: Expiration/conclusion of contract -Deliverable: Summary report of activities and accomplishments completed under this contract. Advisement of recommendations for process improvements also would be appreciated. Most of the work required can be accomplished by a contractor working from home. Some aspects (reviewing paper files and materials, attending meetings with NIH staff, etc.) need to be accomplished on-site. Evaluation criteria for Contractor Applicants: • Substantive knowledge, experience, and skills in dental and oral health • Substantive knowledge, experience, and skills in national public health policy development and implementation • Ability to communicate effectively in writing to develop comprehensive written reports and supporting documentation to communicate research results and describe planning and analysis concepts and methods to a wide variety of audiences • Familiarity with NIDCR’s intramural and extramural research portfolio • Interpersonal and administrative skills sufficient to organize and coordinate thorough, systematic, professional projects, which involve multi-disciplinary or interdisciplinary approaches to meet established and anticipated needs of decision makers • Experience in oral health research, including clinical trials, preferably as a Principal Investigator or Project Director • Familiarity with the NIDCR extramural scientific and provider communities • Experience as a practicing dentist FAR provisions and clauses that apply to this acquisition are: FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2008); FAR 52.212-2 Evaluation – Commercial Items (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (AUG 2009); FAR 212-4 Contract Terms and Conditions – Commercial Items (JUN 2010); FAR 52-212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items (JUL 2010) is included with the following additional clauses: FAR 52.232-33, Payment by Electronic Funds Transfer – Central Contractor Registration (OCT2003); and FAR 52.204-7, Central Contractor Registration (APR2008).
