Description

Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 20, South Acquisitions Branch 2.Description of Action: This is a justification for other than full and open competition for the procurement of Medical Transcription Services from Certified Medical Transcription Services for the Department of Veterans Affairs - VA Puget Sound Healthcare System and Jonathan M. Wainwright Memorial VA Medical Center - Walla Walla. These services have been provided under contract VA663-C00009 for VA Puget Sound Health Care System which expires 8/31/2010. VISN 20 has awarded a network wide Medical Transcription Services Contract. Per the Deputy Network Contract Manager, the new contract implementation phase is taking longer than anticipated. I intend to award a bridge Medical Transcription Services Purchase Order with the incumbent, Certified Medical Transcription Services, for a period of six (6) months effective 9/1/2010. 3.Description of Supplies or Services: The requirement is to provide medical transcription services for dictated reports. The dictation and subsequent transcription includes a high incidence of technical and medical terminology and knowledge of specialized medical vocabularies. Transcription services shall be performed every day of the calendar year (including weekends and holidays) 24 hours a day, and will be accessible to the VA within required Turn-Around-Times (TAT). 4.Statutory Authority: FAR 6.302-2; Unusual and Compelling Urgency 5.Validity of Use of Statutory Authority: Medical Transcription Services is an important clinical service that can affect patient safety. All Medical Transcription Services for VA Puget Sound Healthcare System and the Jonathan M. Wainwright Memorial VA Medical Center - Walla Walla would cease if we could not obtain this bridge contract. VISN 20 has awarded a network wide Medical Transcription Services Contract. Per the Deputy Network Contract Manager, the new contract implementation phase is taking longer than anticipated. The current bridge purchase order with Certified Medical Transcription Services expires 8/31/2010. Due to clinical requirements and patient safety issues VA Puget Sound Healthcare System and the Jonathan M. Wainwright Memorial VA Medical Center - Walla Walla needs a bridge Medical Transcription Services Purchase Order to allow for the implementation phase of the new Network wide contract. It would not be possible to complete, award and implement a new transcription services purchase order in the 4 days remaining on the current contract. 6.Actions to Promote Competition: A procurement for Full and open competition is currently in the acquisition planning phase. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $181,942.32. The prices quoted by Certified Medical Transcription Services for the six month bridge contract are identical to the pricing for the current purchase order (663-C00009) and are determined to be fair and reasonable costs to the Government. 8.Market Survey (FAR 10): N/A; Market research was not conducted due to the compelling urgency of this requirement. 9.Other Considerations: FAR 6.302-2(b)(2) states that "Delay in award of a contract would result in serious injury, financial or other, to the Government".
