Description
This is a combined synopsis/solicitation for virtual computing system. Combined Synopsis/Solicitation This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HTC711-10-Q-S010 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-43, dated 2 August 2010. This acquisition is a full and open solicitation, Firm Fixed Price (FFP) contract type, brand name or equal listing for a Lowest Price Technically Acceptable (LPTA). The associated NAICS code for this acquisition is 334111 with a small business size standard of 1000 employees. The United States Transportation Command (USTRANSCOM) plans to acquire the following item: compatible hardware, software, and associated warranties to assemble a virtual computing system. The virtual computing system purpose is to delete the use of ten (10) Personal Computers (PC)/desktop computers and allow ten (10) end-user computer usage through one rack mounted server, containing a minimum of three (3) servers. The compatibility of the hardware and software must not void the warranty of any equipment purchased in this requirement. Paragraph (e) entitled "Multiple Offers" is tailored to read: "The government will not consider multiple offers presenting alternate terms and conditions for satisfying the requirements of this solicitation." Paragraph (g) entitled "Contract award (not applicable to Invitation for Bids)." Is tailored to read: "The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received." Paragraph (h) entitled "Multiple awards" is tailored to read: "The Government intends to award one contract as a result of this solicitation. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer." Written questions will be answered in writing and provided to all offerors via an amendment to the solicitation. However, due to the time required to research a question and provide an answer via an amendment, questions received less than 14 calendar days prior to the due date of offers specified in this solicitation may not be answered. (End of clause) 52.212-2 ADDENDUM EVALUATION - COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a fixed priced contract resulting from this solicitation to the responsible contractor who submits a technically acceptable offer with the lowest evaluated price and meets all the requirements of the solicitation in accordance with FAR Part 12. (1) Technical Acceptability. Quote must comply with all aspects listed in the Virtual Computing System (Atch 1). Offerors shall also submit an itemized quote listing manufacture part number, cut sheets on all or equal items and Contractor Information Sheet (Atch 2). (2) Cost/price Criteria. A price analysis will be conducted to determine the quoted price is fair and reasonable. (End of clause) 252.212-7001 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS APPLICABLE TO DEFENSE ACQUISITIONS OF COMMERCIAL ITEMS (JUN 2010) (a) In addition to the clauses listed in paragraph (b) of the Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items clause of this contract (FAR 52.212-5 (JUL 2010) (DEVIATION), the Contractor shall include the terms of the following clause, if applicable, in subcontracts for commercial items or commercial components, awarded at any tier under this contract: 252.225-7014 Preference for Domestic Specialty Metals, Alternate I (APR 2003) (10 U.S.C. 2533a). 252.237-7019 Training for Contractor Personnel Interacting with Detainees (SEP 2006) (Section 1092 of Pub.
