- This public posting for an acquisition over $25,000.00 serves as notice of intent that the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, Aircraft Operations Center located at MacDill AFB, FL intends to issue a fixed price purchase order with three option years for renewal of Gulfstream G-IV Maintenance Library on CD-ROM which is expiring October 1, 2010. The maintenance library subscription provides updates to all applicable publications including maintenance manuals, maintenance wiring, parts catalogue, structural repair manual, customer bulletins, customer service letters, and all other critical manuals necessary to maintain the G-IV aircraft in an airworthy condition. The Government intends to award a purchase order on a sole source basis to Gulfstream Aerospace Corporation, P.O. Box 2206, Savannah, GA 31402. An internet market search was conducted on 8/31/2010 with no other companies identified that provide a Gulfstream maintenance library subscription other than Gulfstream Corporation. As a result of not having any other company identified to provide the renewal subscription, the Government intends to issue a sole source purchase order to Gulfstream Aerospace Corporation under the authority of Federal Acquisition Streamlining Act of 1994 (Title VIII, PL 103-355) as implemented at Federal Acquisition Regulation Subpart 12.102 and Subpart 13.106-1(b) for simplified acquisition and the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. Justification for Sole Source: The supplies required by the agency are available from only one responsible source and no other type of supplies will satisfy agency requirements. AOC is required by Federal Aviation Administration Regulations to maintain current maintenance manuals for all its aircraft. Gulfstream Aerospace Corporation, the manufacturer of the NOAA Gulfstream G-IV aircraft, is the only source for current maintenance manuals. The determination by the Government not to compete the acquisitions is solely within the discretion of the Government. This Notice of Intent does not invite a response. However, if a response is received it will be provided to the end user for future consideration.
