Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation. Quotations are being requested and a written Solicitation will not be issued. Solicitation AG-03R6-S-10-0082 is issued as a Request for Quotation (RFQ). The Solicitation and incorporated Provisions and Clauses are those in effect through Federal Acquisition Circular 2005-35. The Clauses and Provisions referenced in this Solicitation can be found in full text format as http://www.arnet.gov/far. The Northern Industry Classification Code is 423820, the Product Service Code (PSC) is 2420. This Quotation is requested to provide: 1 each Mid-Mounted Tractor with the following: Mid-mounted 3-point hitch, roll-over protection (ROPS), seat belts, guards, and lighting found on this category of mobile machinery. Operator seat and controls shall be comfortable and easy to use. The area just ahead and below the operator should allow a clear view of the ground so the operator can guide the mid-mounted cultivation equipment between crop rows. The Tractor shall be equipped as follows: Engine: - Diesel fueled - Minimum of 60 horsepower - Rear mounted - Sound and thermal isolation to protect operator from extreme noise and heat - Engine with USA parts and service availability (such as Caterpillar, Cummins, or Perkins) Hydraulics and Drive - Hydrostatic drive and pumps sized to provide adequate flow and pressure to all motors, lifts, steering, and PTO. - Hydraulic components that have USA parts and service available (such as Danfoss, Poclain, or Sauer) - Variable drive, duel range, high-torque 4-wheel hydraulic drive with twin lock anti slide braking system at all four wheels. - Hydraulic Steering, joystick controller for drive, hitch, and control valves - Hydraulic PTO 540 rpm, mid and rear mount - Hydraulic oil cooler sized adequately for hydraulic components running simultaneously in 100 degree Fahrenheit outdoor temperatures. - Hydraulic filters - Hydraulic reservoir(s) should be sized to provide appropriate fluid and cooling capacity for all hydraulic components. - One mid and two rear double acting hydraulic auxiliary outlets with quick disconnect hydraulic fittings. - Hoses shall be routed so they are protected from moving parts and objects, such as crops or implements. - Central 3-point lift rated at least 2,000lbs - Rear 3-point lift rated at least 3,000lbs - Mechanical PTO speed regulator valve Hitch/Frame - Two category 2, 3-point hitches, mounted in the middle and rear of the frame. 3-point hitches shall have hydraulic lifts. - Frame shall be sized to handle all hitch and equipment loads. Tires - Tires shall be designed to support and steer the tractor in various soil and ground conditions. - Spacing on tires track width should be easily adjustable in the 60 to 80 inch range. Electrical - 12 volt electrical system, with adequate implement lights, stop lights, and flashers front and rear. Miscellaneous - Tractor shall have a minimum ground clearance of 30 inches. - Tractor should weigh at least 5000 lbs - Factory Paint - All fluid fill and check points should be easily accessible - Trailer tie-downs - Operating and maintenance manuals for the tractor itself and any components mounted on the tractor should be included. - Evaluation Criteria: Price and Contractor's past performance. A complete copy of the provision (FAR) 52.212-3- Offeror Representations and Certifications-Commercial Items is to be included with quote. Product literature: Product literature is recommended with the offerors quote. FAR Clause 52.212-4 - Contract Terms and Conditions applies to the acquisition.-
