Description
DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Small force Metrology Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 6.302-1(2), with Asylum Research Corporation, Goleta, CA, for the replacement of an ARC2 MFP-3D Controller on a NIST-owned Asylum Research MFP-3D Atomic Force Microscope. Sole Source determination is based on the following: The NIST Small Force Metrology Lab uses an Asylum Research MFP-3D Atomic Force Microscope (AFM) for the measurement of single-molecule intrinsic forces, for the development of piconewton to micronewton force calibration procedures, and for the imaging of material samples used in small force research. This AFM is a key measurement instrument in the laboratory and needs to have its aging controller replaced before it fails. The Asylum ARC2 SPM controller must be 100 percent compatible with the existing AFM. Specifically, the internal workings and unique details of the AFM are proprietary to Asylum Research. Due to the proprietary nature of the system, no other vendor is capable of providing the required controller for the AFM. Asylum Research does not license other vendors to utilize their proprietary technology. Asylum Research is the sole manufacturer and distributor of the instrument that is required to satisfy the Government's minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 13, 2010, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
