Description
The Department of Veterans Affairs, Office of Acquisition and Logistics, Contracting Office, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on a basis of other than full and open competition for the Office of Information and Technology (OI&T). The TAC intends to award a sole source Firm Fixed priced (FFP) contract to Systems Made Simple (SMS), 149 Northern Concourse, Syracuse, New York, a Service Disabled Veteran Owned Small Business, for data warehouse and Extraction, Transformation, and Load (ETL) development efforts for Healthcare Associated Infections & Influenza Surveillance System (HAIISS). The next phase in the HAIISS program is to develop the HAIISS Data Warehouse (HDW) to house all the required healthcare data from the components of HAIISS to draw from. As data is extracted from VistA, HealtheVet, and other medical data sources it will need to be transformed, normalized, de-conflicted, and connected. Once in the HDW though the other components of HAIISS will be able to use the data seamlessly for Biosurveillance and indentifying Healthcare Associated Infections (HAI). Place of performance shall be at the contractor's facility. The anticipated ceiling of the proposed firm fixed price acquisition is $4,009,079.00, for a period of performance of one twelve (12) month base period plus two six (6) month option periods, if exercised. Estimated date of award for this action is September 28, 2010. This effort shall be awarded under the Veterans First Contracting Program. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1)(or 10 USC 2304(c) (1)) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, "Authorized or required by statute," pursuant to the authority of Public Law 109-461, codified at 38 U.S.C. 8127. The North American Industrial Classification (NAICS) for this effort is 541519. This notification shall close on September 15, 2010.
