- DRAFT PWS DRAFT J&A SPECIAL NOTICE Sept 01-2010 Development of a Computer Based Training Program (CBT) HQ ACC AMIC located at 11817 Canon Blvd, Ste 306, VA 23606 intends to award a sole-source firm-fixed price contract for development of a computer based training (CBT) program that will increase flight safety in the National Airspace System (NAS) by providing awareness of Unmanned Aircraft Systems (UAS) characteristics and flight operations to General Aviation (GA). The purpose of this announcement is to award based on a sole source requirement with the intent to award to Aircraft Owners and Pilots Association Air Safety Foundation (AOPA ASF). Price quotes are not being requested and written solicitation will not be used. This procurement will be made pursuant to Other than Full and Open Competition as authorized by FAR 6.302-1(a)(2). This notice is neither a request for proposals, nor a solicitation for offers. Any other interested organizations must submit a written statement of their capabilities to fulfill this requirement to the identified point of contact as soon as possible, but no later than 12:00 Noon, (Eastern Standard Time Zone), September 09, 2010. Faxed and emailed statements will be accepted; however, the sender(s) shall accept full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
