Description
The U. S. Army Aviation and Missile Life Cycle Management Command (AMCOM) intends to award a sole source contract to Raytheon Integrated Defense Systems (IDS), 50 Apple Hill Tewksbury, MA integration, Developmental Test (DT), Operational Test (OT) support, obsolescence redesigns, additional launcher long lead requirements, spares and software redesign to support the Surface-Launched Advanced Medium Range Air-to-Air Missile (SLAMRAAM) Family of Medium Tactical Vehicles (FMTV) program. These efforts are for integration and test support of the SLAMRAAM program in order to finalize completion of the System Development and Demonstration (SDD) (currently the Engineering, Manufacturing and Development (EMD)) phase to prepare for follow-on Low Rate Initial Production (LRIP) in Fiscal Year (FY) 11. This effort is to support the Cruise Missile Defense Systems (CMDS) Project Office and the Aviation Missile Research Development Engineering Command (AMRDEC) Prototype Integration Facility (PIF) for developmental testing, conduct of Limited User Test (LUT) activities, Collective Training, Logistics Demo and Maintainability Demo. This effort is in support of preparation for a Milestone C (MS C) decision and LRIP. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1), Federal Acquisition Regulation (FAR) 6.302-4, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Raytheon IDS has the specialized knowledge and background to perform these services. Also no other contractor has the specialized knowledge to comply with the SLAMRAAM program restructure as detailed in the ADM dated 16 March 2010. These efforts will be awarded as a new Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) contract. The integration and testing support efforts proposed for procurement are a continuation and extension of the current SDD contract in preparation and support of the SLAMRAAM LRIP program in FY 11.
