Description
This is a combined/synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NIAID-NOI-10201. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular 2005-44, dated July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541380, and the small business size standard is $12.0 million. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure laboratory testing services on a sole source basis with Hookworm Vaccine Laboratory at the Department of Microbiology, Immunology and Tropical Medicine at George Washington University. The services this laboratory will provide NIAID will be to explore the feasibility of expressing recombinant proteins derived from the salivary glands of sand flies. The final goal is to produce four (4) large quantities of sand fly salivary proteins, which are to be sterile, active and properly folded. Moreover these proteins will be manufactured under current Good Manufacturing Practices (cGMP) grade. The expertise of the Hookworm Vaccine Laboratory and the knowledge transfer to NIAID are not available from any other known sources. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price and 3) delivery. Delivery shall be 30 days from date of award to the location of Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Origin. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
