Description
The Department of Air Force (Air Force) requests an expression of interest and certain information from interested parties experienced in commercial/residential property management/leasing and housing operations and maintenance regarding the "Section 801" Summerfield Military Housing Area near Andrews AFB. Please see the information requested below. The Air Force welcomes questions and comments, both positive and negative, about its potential project as disclosed in the information requested below and will also consider other approaches to this business opportunity. Respondents are encouraged to submit a business model to generate return and reduce the financial risks to the Air Force. Please also submit any questions or additional information you would like included in a solicitation, should this project proceed. Background: The Air Force is considering the merits of subleasing all or part of the Section 801 Summerfield Military Housing Area near Andrews AFB to a third party for the purposes of marketing, managing, operating, and maintaining the subject housing units and land, as well as leasing the units to the general public. The Government is currently leasing the units and land from the property owner pursuant to the original lease entered into under 10 U.S.C. Section 2835, which allows the military Departments to enter into 20-year leases for family housing units that are constructed using private sector funding. The original lease expires in November 2015. Occupancy at the Summerfield Military Housing Area is currently about 3% and expected to remain at this level. The property is well maintained in its virtually empty state. The Air Force no longer refers personnel to this housing area. The Summerfield Military Housing Area being considered for subleasing, either in part or in its entirety, is located in Landover, MD, near the Morgan Boulevard Metro Station. The project consists of 1242 dwelling units constructed between 1994 and 1996 and a 36.5-acre public park, which are located on a parcel of non-Air Force land totaling approximately 234 acres. See attached map for additional details. Currently, more than 1200 units are vacant. The project is in the Hyattsville market and is considered a Class C garden/townhome style apartment community. The neighborhood is a mature area that is approximately 98% built up with little land available for new development. It is experiencing moderate increases in both population and households. The housing area's site plan allows for sections or groups of buildings to be easily segregated and made available for lease to the general public. Expression of Interest Desired: The Air Force anticipates entering into a sublease and/or associated property management agreement with a third party that will market/manage/operate/maintain the premises and lease all or part of the housing units to the general public through the expiration of the original lease, which would result in benefits to the Air Force, including increased occupancy, a reduction of O&M expenses, effectively offsetting rent payments by the Air Force to the property owner. The housing area could also participate in a Section 8 program, which would restrict rental of the housing units to prospective tenants who qualify as "low income." Please include in your response to this Request for Information (RFI), detailed answers to the following requirements: 1. Provide information on your marketing plan and timeline for leasing the units to your preferred target market (i.e., market rent apartment complex or Section 8). 2. Provide your total estimated property management fee, as applicable, and/or total operation and maintenance costs on a per unit basis. 3. Provide a business model to generate return and reduce the financial risks to the Air Force during the remaining term of the original lease. 4. Provide information on your entity's experience in marketing, leasing, operating and maintaining commercial/residential housing areas. 5. Describe any other concerns, challenges or issues a sublessee and/or residential property management entity may face in executing this project. 6. Include any other information that might help the Air Force understand and evaluate your interest and capabilities in this potential business opportunity. Handling and Processing: All responses received will be considered. This Request for Information (RFI) is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be pursued. The Air Force will use competitive procedures to pursue any project. All responses received may be held for an extended period of time or destroyed; they will not be returned to the originator. Please mark all information that you desire or require to be handled as proprietary or as confidential business information and it will be safeguarded in accordance with applicable Government regulations. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information. The Government shall not be liable for any consequential damages a submitter may suffer for any unidentified, misidentified, or improperly identified proprietary/confidential information.
