Description
This RFP is issued by SAIC-Frederick and is ARRA funded. PHONE CALLS REGARDING THIS RFP WILL NOT BE ACCEPTED. OFFERORS SHOULD EMAIL THE IDENTIFIED SUBCONTRACT SPECIALIST ONLY. Questions regarding the RFP should be emailed to the Subcontracts Specialist by 2:00 p.m. Eastern Time on September 14, 2010. Proposals are due to the Subcontracts Specialist by 2:00 p.m. Eastern Time on October 12, 2010. SAIC-Frederick is pleased to announce a new solicitation available in support of the Office of Biorepositories and Biospecimen Research (OBBR) and its cancer Human Biobank (caHUB) initiative. Through an advanced network of tissue acquisition, biorepository operations, pathology review, and bioinformatics capabilities, caHUB will provide the high-quality, clinically annotated biospecimens that are essential resources to accelerate the development of molecular-based diagnostics and therapeutics for personalized medicine. This funding is made available under the American Recovery and Reinvestment Act of 2009 (Recovery Act), Pub. L. No. 111-5. SAIC-Frederick is seeking a pool of qualified candidates for award of a basic ordering agreement (BOA) to serve as biospecimen source sites (BSSs) for the procurement of cancer biospecimens, providing prospectively collected, clinically annotated cancer biospecimens from consented patient cases to the cancer Human Biobank (caHUB). Offerors may represent single BSS institutions or a network of BSSs. To meet the caHUB's goals, SAIC-F will establish a BOA with several organizations capable of recruiting targeted cancer patients from CoC-accredited institutions and delivering clinically annotated biospecimens. (BSSs contributing biospecimens to the caHUB must hold CoC-accreditation.) Under this BOA, task orders may be competed to acquire targeted cancer tissues, associated blood, collection, handling and processing data, and clinical data for the caHUB. The strategic goal of the caHUB is to meet the Nation's need for the highest quality, well-annotated biospecimens for cancer research. To meet this need, a network of biospecimen source sites (BSSs) will be established to provide the highest quality clinically annotated biospecimens to the caHUB. "High quality" refers not only to the histological and molecular properties of the tissue but also to characteristics such as degree and quality of clinical annotation, the existence of appropriate informed consent provisions and material transfer agreements for the intended use of the biomolecules and data, standardized collection and processing procedures, and subsequent distribution under a caHUB-reviewed protocol as well as unencumbered access for research use
