Description
The USDA Agricultural Research Service intends to issue and award to MarkLogic Corporation on a sole source basis, a contract for MarkLogic Software License, Annual Software License Maintenance for Marklogic Server Enterprise Edition (2 CPU) and MarkLogic Server Alerting (2-CPU); MarkLogic Training which includes training for Essentials and Administrators, and Professional Consulting services which will be required after all software implementation tasks are completed. Award is pursuant to 41 U.S.C.253( c )(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. REQUIREMENT: The Contractor shall provide the services that will implement an XML database solution to encompass NAL collections and provide alerting services. The XML database shall aggregate all metadata from the collections as well as be the data store for all XML data. This database shall also provide a single access point for the various collections and kept synchronized with the source databases. The XML database shall be compliant with XQUERY 1.0 standard and or use network protocols such as SML-RPC, REST or WebDAV, default support for UTF-8 character set and support for multiple XML schemas. The XQUERY shall support modularization, extensibility to support modules written using programming languages like Java or.NET. languages or support for direct Java-XQUERY binding. The XML database shall be scalable to handle at least 250 million objects; handle a large individual XML file up to 1GB; provide high indexing to index every node of text objects, support a minimum of 2,000 simultaneous users without performance degradation and provide load performance balancing in a cloud environment. This database shall find and return any XPATH element or hierarchy, shall support search of mixed content across elements and shall be capable of incorporating thesauri relationships. Alerts shall provide persistent queries of newly ingested content at predefined time intervals and automatically provide notifications. The deliverable shall include the Development and Production environments that is ACID compliant, SOA-based, support XLink, Xinclude, Xpointer, shall provide native integration with J2EE and.NET., and be configurable via web, XQUERY and shell; as well as training and maintenance. Award is anticipated NLT September 13, 2010 with a period of performance from date of award through September 30, 2011. Responses are to be received within 7 dayes of this notice. NAICS Code is 511210 with a size standard of 18 million. Procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items. No telephone inquiries will be accepted.
