- This is a combined/synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NIAID-NOI-10206. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular 2005-44, dated July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-side. The North American Industry Classification System (NAICS) Code for this acquisition is 541611, and the small business size standard is $6.0 million. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure on a sole source basis with The Clinical Research Management Inc. (CRM) services for studies with at Walter Reed Army Medical Center (WRAMC). The CRM will be in charge of recruiting the coordinator of the study and to distribute the compensations for the participants. The main objective of this work is the study of immune responses to the bites of sand flies. The CRM has the contract for the leishmaniasis research support at WRAMC since 2004. This WRAMC is the site for the clinical trial which will require an intermittent coordinator effort to execute the study for NIAID. CRM will use an experienced coordinator who possesses expertise and knowledge about leishmaniasis for these studies. The following factors shall be used to evaluate offers: 1) capability to meet recruiting requirement, 2) price and 3) delivery. Delivery shall be 60 days from date of award to the location of Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Origin. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
