- This is a Notice of Intent to make a Sole Source award under the authority of FAR 13.501 to Eagle Quality by Design, Fenton MO for Parachute Drop Bags (PDB-SPR/DR-W/HW), Break Away Leg Straps (PDB-DPR/BLS), and Pack to Harness Attaching Straps (PDB-SPR-PHAS). This will be the only notice of the Governments intent to solicit and negotiate with only one source in accordance with FAR 6.302-1 Other Than Full and Open Competition. Firms having the ability to provide this service should notify Shawn Tinsley in writing via e-mail at shawn.m.tinsley@us.army.mil by 2:00 P.M. MST on 9 September 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
