Description
This is a combined synopsis/request for quote for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number is issued as NIAID RFQ 10129 as a request for quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-44, dated July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541611, which has a business size standard of $6.0 in millions. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure professional management and administrative services in support of studies on HIV. The studies require the services of two (2) personnel; 1) An expert in situ analysis of virus-specific t cells with the ability to be able to perform in situ tetramer staining, immunohistochemistry, confocal analysis and quantitative image analysis to localize, quantify, and phenotype virus-specific t cells in situ. Responsible for overseeing all aspects of the proposed studies and will assist with preparation of manuscripts for publication. Required to have a Ph. D. in Pathobiology. 2) One Biomedical researcher with a Ph. D. and at least 10 years of biomedical research and more than 6 years of experience analyzing cellular populations in situ. An expert in cutting fresh tissue, performing situ tetramer staining, and performing confocal and quantitative image analyses. Will perform in situ tetramer staining and immunohistochemistry to localize and phenotype virus-specific T cells in lymph node biopsies. 3) Lab safety and protection garments, gloves, face fields, etc, antibodies, tetramers, and immunohistochemistry supplies, glass and plastic ware, computers, printers and data storage needed for studies. The following factors shall be used to evaluate offers: 1) capability to meet specifications, 2) price and 3) delivery. Delivery shall be 6 months from date of award. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Savings Time (EDST) September 15, 2010 to Mr. Daniel Herdman.
