- Facilitation services - Yuba River multiparty forum This special notice is a notice of intent to negotiate a sole source contract with the company Kearns & West, Inc.. The proposed sole source contract is for the contractor to provide professional facilitation and group coordination activities associated with the Yuba River Multi-party Forum per the attached Performance Work Statement. The proposed contract action is for services, for which the Government intends to solicit and negotiate with only one source under the authority of FAR (Federal Acquisition Regulations) Part 13. Interested and responsible sources may submit a response which, if timely received, will be considered by the Agency. This notice of intent is not a request for competitive proposals. However, proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. This is a simplified acquisition with an anticipated value of less than $100,000.00. Award will be made based on best value. The FAR requires that all contractors or vendors doing business with the Government (and this office) be registered in CCR (Central Contractor Registration) as of October 1, 2003. After this date, no award can be made unless the contractor or vendor is registered in CCR. For additional information and to register in CCR, access the following web site: https://www.bpn.gov/ccr/. In order to register in CCR and be eligible to receive an award from this office, all offerors must have a DUNS (Data Universal Numbering System) number. A DUNS number can be obtained free of charge by contacting Dun and Bradstreet on-line at http://www.dnb.com/eupdate or by phone at (800) 333-0505. All contractors / vendors are also required to complete their on-line representations and certifications at https://orca.bpn.gov/.
