Marshall Space Flight Center, Procurement Office, MailStop PS21D/ MarshallSpace Flight Center, AL 35812Description I.IntroductionThis Request for Information (RFI) serves to increase an opportunity for interestedparties and openly solicit potential partner(s) by requesting specific information thatwill be used to offer teaming relationship(s) with industrial partner(s) for developingan MSFC proposal in response to an upcoming NASA solicitation for OCT (Office of ChiefTechnologist), Crosscutting Demonstration. MSFC envisions a teaming arrangement where the industrial partner(s) will act as teammember and will be responsible for providing technical expertise and possible hardwarefor tele-operated manipulator operations for a demonstrator mission. At the close of this RFI, potential partners will be provided specific sensitiverequirements for flight hardware and ground support equipment and asked to produceinformation on their approach to meeting the particular requirements. Based on theseresponses, MSFC intends to select an industrial partner(s) for participation in the OCTproposal.II.RequirementsTypical hardware/software requirements include those imposed by accommodation on aflight demonstration spacecraft - such as structural, geometric, size, positioning,power and command/control/data interfaces, lifetime, and other resource allocations.Manipulator requirements might include integrated hardware and software as well as thedevelopment of the operator control station. The manipulator is attached to a spacecraftintended to perform inspection, maintenance, repair and sampling tasks. The manipulatorsystem should be a mature technology (TRL 6 or higher) with demonstrated performance inspace, sub-sea or other hostile environments.III.SummaryResponses to this RFI are solicited from development contractors having experience asdiscussed in this RFI. Responses shall be commensurate with the requirements fortele-operated manipulator operations for a demonstrator mission described in the Guidefor RFI (Attachment 1). These requirements are preliminary and are to be used as anexample for the purpose of responding to this RFI.The information obtained will be used by NASA for planning and acquisition strategydevelopment. The Government does not intend to award a contract on the basis of this RFIor to otherwise pay for the information solicited. As stipulated in FAR 52.215-3, (a) TheGovernment does not intend to award a contract on the basis of this solicitation or tootherwise pay for the information solicited except as an allowable cost under othercontracts as provided in subsection 31.205-18, Bid and proposal costs, of the FederalAcquisition Regulation. (b) Although 'proposal' and 'offeror' are used in this Requestfor Information, your response will be treated as information only. It shall not be usedas a proposal. Inputs shall be compliant with all legal and regulatory requirementsconcerning limitations on export controlled items. Attachment 1GUIDE FOR RFI RESPONSESVENDOR PROPOSAL CONTENT INSTRUCTIONSSection 1 Provide chronologically by date information and number of years experience inthe development of manipulators, end-effectors, operations in hostile environments andworkstation design.Section 2 Provide chronologically by date background on space hardware experience,including knowledge of spacecraft and launch system integration and performance history. Section 3 Provide information on cost and schedule performance on past programs. All responses should be provided in Microsoft Office format via email, along with onehard copy.
